Many foreign goods with forged Vietnamese origin

Director General Nguyen Van Can said that implementing the direction of the Prime Minister and Ministry of Finance, the General Department of Vietnam Customs has requested all customs units to prevent origin fraud, forged Vietnamese origin, illicit transshipment and has achieved positive results.
Goods with forged Vietnamese origin are goods inthe resolutions of the United Nations Security Council, such as coal, foreign machinery and equipment, but are forged origin for domestic consumption.
For coal, the customs authority conducted investigations and verifications to identify signs of violation according to the resolution of the United Nations Security Council, but have faced difficulties.
The General Department of Vietnam Customs has worked with the Supreme People's Procuracy to determine the handling for goods without legal origin to seize and handle them. For example, the handling of a coal ship with a volume of 26,000 tons and a value of VND 500 billion.
Another example, fibre and garments were declared as made in China, but when the customs force inspected and detected that goods were labeled “made in Vietnam”, even having warranty cards, manufacturing units and production addresses in Vietnam.
For example, in the Asanzo case, it is considered aloophole in the legal framework on goods origin.
Goods with forged Vietnamese origin enjoy preferentialtariffs. The General Department of Vietnam Customs coordinated with the Ministry of Public Security to prevent violations of the Global Aluminum Company in Vung Tau with a value of infringing goods worthUS$ 4.5 billion.
The Customs force also seized 40,000 electric bicycles, children's bicycles with 100 percent Chinese components. However, when inspecting the factory, there were 35 workers who only assemble these products and modify them into goods with Vietnamese origin. The Customs proposed to withdraw the C/O Vietnam.
Through the combat of origin fraud, illicit transshipment, the Director General of Vietnam Customs proposed ministries and sectors to review regulations to prevent shortcomings, causing confusion for enterprises and management agencies. In addition, there needs to be consideration of regulations on self-declaration and self-certification of origin to handle promptly.
