Lifting the Commercial Transaction Index in Quang Ninh Customs

To raise the ranking of cross-border trade transaction index, Quang Ninh Customs has developed Plan No. 2616/KH-HQQN specifying the content and assigning tasks to units to deploy missions and solutions under the direction of the People's Committee of Quang Ninh province.

Communications have been focused on through updating and posting new legal documents related to the State management of Customs and international commitments relating to import and export activities; regular informing on activities, conferences, training programmes on the website, fan page, intranet, or in coordination of information via newspapers and radio of the central Government and localities.

Publicising the hotline of the General Department of Vietnam Customs at the customs branches and places implementing customs procedures, on the department's website (https://www.quangninhcustoms.gov.vn) for people and businesses in contacting, reflecting, giving suggestions and recommendations on implementing customs laws; maintaining business support 24/7 through the unit of supporting and accompany with enterprises from the Department level to the Branch, Department and District Competitiveness Index (DDCI) Customs fan page.

At the same time, continue to evaluate 22/22 administrative procedures, promptly propose to cut, amend and simplify procedures to facilitate import and export activities.

In addition, Quang Ninh Customs has also stepped up administrative reforms and modernised customs through continuing to expand the implementation of the VASSCM system; collecting information, grasping the performance situation of enterprises at the border Customs Branches, combination with reviewing and analysing data on the system to detect high-risk businesses, key products; implementing "advance mode of customs clearance" and the operation of "appraising results ahead of schedule" at Bac Luan II Mong Cai bridge.

At the same time, opening training courses on the skills of approach and support enterprises in analysing and handling situations in the process of implementing customs clearance and knowledge and skills for developing customs-business partnerships for enterprises operating import and export activities regularly through Quang Ninh province; deploying the online public service system; effectively maintaining the National Single Window.

Quang Ninh Customs Department also regularly reviews and ranks enterprises operating import and export activities through their management areas to report to the General Department of Vietnam Customs for adjusting to correct with the level of compliance with customs laws of enterprises.

Up to now, the unit has proposed the General Department of Vietnam Customs adjust the ranking for 137 enterprises; updating information of 1,047 dossiers of 688 businesses in the Risk Management Information System.

In addition, coordinating with related units (port authorities, companies operating warehouses, ports, yards, shipping lines and logistics) to handle difficulties and problems for enterprises; advising the Provincial People's Committee on solutions to promote commercial activities in the province, including solutions on planning of areas, places of gathering goods and warehouses of goods to ensure conditions for the implementation of phase 2 of the Project "Model of centralised customs procedures and management at Mong Cai Customs Branch"; encouraging enterprises to reflect on signs and acts of violating customs laws or time of customs clearance and congestion causing obstacles for cargo clearance of import and export goods.

With efforts to implement solutions to facilitate import and export activities in 2019, Quang Ninh Customs has attracted more than 200 new enterprises to carry out customs procedures across the region; the total number of declarations with completed customs procedures is 67,551 declarations, up 20.1 percent compared to 2018. Import-export turnover reached US$9.41 billion, increasing by 6.4 percent compared to 2018, of that export turnover exports reached $2.98 billion, increasing by 3.4 percent, imports reached $6.43 billion, up by 7.8 percent compared to 2018.

With the clearance time of goods reduced by only 11 hours 37 minutes for imported goods (decreasing by 51.61 percent compared to 2018) and 2 hours 47 minutes (decreasing by 33.58 percent compared to in 2018) for exported goods, it has contributed significantly to reducing time and effort for implementing import and export procedures, cost of loading and circulation of goods in warehouses and yards of enterprises as well as the raising the ranking of cross-border trade transactions index at the border gates of Quang Ninh province.
