Lang Son pilots "contactless" delivery with China

VCN - Lang Son province has agreed with the local government of Bang Tuong town, Guangxi, China on piloting a new method of delivery of export goods at the Huu Nghi (Vietnam) – Huu Nghi Quan (China) border gates from March 1, 2022.

Accordingly, the two sides agreed that for each delivery, a number of Vietnam’s export trucks (including tractors and semi-trailers) will enter two container yards waiting for export on a dedicated road at landmark area 1119 - 1120 to lift off containers.

Vietnamese workers will lift off containers at the two yards. Then the drivers will leave the yards. Vietnam’s medical officers will disinfect containers (only crane operators stay there and wear protective clothing, masks and have the cockpit sealed).

The Chinese side will arrange a corresponding number of vehicles (tractors or semi-trailers) to follow the dedicated road to these two yards.

Chinese staff will carry out the entire process of connecting and lifting the containers to Chinese vehicles. Chinese drivers will drive the vehicles to China through the dedicated freight road at landmark 1119 - 1120.

When the delivery is completed, Chinese drivers will drive vehicles along the entry and exit route, at landmark 1116 - 1117, and return empty containers at the parking lot behind the duty-free shop.

After returning empty containers, Chinese drivers will drive tractors to the two designated parking lots to receive containers or return to China on the road that has been passed (meaning that empty Chinese vehicles go back China along the entry and exit route at landmark area 1116 - 1117).

To facilitate export clearance, besides this new pilot solution, Lang Son province is speeding up the construction of works at border gates, creating more favorable conditions for the import and export of goods.

In addition, the province is completing the installation of an inspection and control system to ensure that the dedicated road Tan Thanh, Vietnam - Po Chai, China is operated with four import and export lanes.

At the same time, the province will soon finish upgrading and expanding the import-export road through the Chi Ma bilateral border gate into four import-export lanes and invest in and renovate the dedicated road Huu Nghi - Huu Nghi Quan through the landmark 1119-1120 area from two export lanes and two import lanes to three export lanes and three import lanes.

The province will continue to review, improve and guide import and export enterprises and individuals to effectively use the digital border gate platform to facilitate import and export activities.

The Management Board of Dong Dang - Lang Son border gate economic zone said to ensure rights and interests in import and export activities through Huu Nghi international border gate amid the pandemic, enterprises and traders engaging in export through Huu Nghi international border gate should study the new delivery process to make a suitable business plan and strictly comply with this process.

The Management Board of Dong Dang border gate EZ also noted that in the implementation of the new delivery process, if disputes arise between traders of the two countries, Vietnamese traders must actively work with the Chinese side to agree on solutions; in case they fail to reach an agreement by themselves, they must report the State management agencies of Lang Son province to avoid refusal for coordination in the settlement, affecting the reputation and image of Vietnamese traders as well as Lang Son province.

In addition, drivers, service staff, participants in the delivery process at the border gate area must have negative test results for SARS-CoV-2 (by the method of real-time RT-PCR/RT-LAMP) within 72 hours.

By the end of March 2, 2022, the number of imported and exported vehicles at three border gates in Huu Nghi, Tan Thanh, Chi Ma totaled 430 (48 export vehicles and 382 import vehicles). The total number of vehicles waiting for export at the three border gates as of March 2 was 1,440, of which vehicles carrying fresh fruits accounted for nearly 70%.

Currently, customs clearance efficiency is still very low, only about 90-100 trucks are released per day on average. Therefore, Lang Son Department of Industry and Trade has suspended receiving vehicles carrying fresh fruits to the land border gate for export to China until the end of March 5.
