Businesses, customs agents required to declare information on digital border gate platform

VCN - From February 21, Lang Son province requires all import-export businesses and customs agents to declare information online on the digital border gate platform before the vehicles arrive at Huu Nghi international border gate and Tan Thanh border gate.

At a meeting with departments, agencies and authorities on the implementation of the digital border gate platform in Lang Son province on February 18, Chairman of the People's Committee of Lang Son province Ho Tien Thieu said the launch of the digital border gate platform in Lang Son province will accelerate the reform of administrative procedures, create convenience, reduce costs and time for businesses and the workload of authorities; increase publicity and transparency and limit negative activities at the border gate.

Along with that, the digital border gate platform would provide timely and accurate information on the State management of all levels, agencies and authorities, thereby problems will be quickly handled, serving management.

In particular, this is a step to modernize operations at the border gate to gradually integrate with the world in import and export activities.

Ho Tien Thieu said amid the Covid-19 pandemic, the launch of a digital border gate platform will minimize direct contact, reducing the risk of disease for officers working at the border gate. The digital border gate platform will ensure publicity and transparency in all activities at the border gate. Businesses will clearly know where their goods and vehicles are and how they have been treated, thereby, they will be able to make optimal plans.

In order to effectively operate the platform, Ho Tien Thieu requested that the Department of Information and Communications assume the prime responsibility for, and coordinate with the Management Board of the Dong Dang - Lang Son border gate economic zone, and the authorities to arrange officers to support and guide enterprises making declarations on the digital border gate platform at Huu Nghi and Tan Thanh border gates; promote information to businesses and goods owners about the digital border gate platform in Lang Son province.

At the same time, agencies, units and authorities at the border gate shall not be permitted to receive and handle export enterprises that do not make online declarations on the digital border gate platform.

In addition, the Department of Information and Communications presides with the authorities to continue to improve the functions of the software of the digital border gate platform on the basis of its experience to immediately solve problems arising and complete infrastructure investment to run the platform smoothly.

The People's Committee of Lang Son province directed to establish a Working Group in charge of guiding the implementation of the digital border gate platform to specify responsibilities, led by Standing Vice Chairman of the People's Committee of Lang Son Province Duong Xuan Huyen to promptly deal with problems arising in running the platform to ensure smooth import and export activities.

Director of the Department of Information and Communications of Lang Son province, Nguyen Khac Lich said the digital border gate platform in Lang Son province is built on two principles of complying with the regulations of all industries involved in operations at the border gate and maximizing the processes to benefit businesses and authorities as much as possible.

Therefore, the platform meets the requirements of serving the management of Customs, Border Guard and competent forces, import-export enterprises, yard operators and customs agents.

The digital border gate platform completely digitizes the information declared by businesses before the goods arrive at the border, so the competent units at the border gate only need to check and confirm registration and actual vehicles entering the border gate areas or gathering places of goods.

The declared information is eligible for the electronic declaration to replace the previous paper declaration.

The digital platform is also connected to a digital map and a navigation system to regulate and monitor the density and traffic of vehicles that are moving to the border gate.
