Lang Son Customs: Positive signs in revenue collection

Imports are dominant
According to statistics since the beginning of the year, Lang Son Customs Department has processed 91,094 import and export declarations with a turnover of US$2,925.3 million, down 18.1 percent compared to 2018. By the end of November 19, the Department’s revenue reached VND 3,225.9 billion, up 137.16 percent compared to 2018, reaching 11.21 percent compared to the assigned target in 2019 and 94.88 percent compared to the desired target.
The Department collected fees under Decision 53/2016/ QD-UBND of Lang Son Provincial People's Committee, reaching VND461.4 billion. In addition, the Department processed procedures for 131,231 passengers at Huu Nghi International Border Gate, Dong Dang international railway station and Chi Ma border gate, increasing by 30.9 percent compared to 2018.
Director of Lang Son Customs Department, Nguyen Hoang Tuan, said that although the export turnover at the area decreased, the import turnover increased 11 percent compared to 2018. This is the reason for the successof the department’s revenue collection.
Analyzing the cause of the decrease in export turnover, Tuan said that it was due to China’s close control policies on origin and quality for import goods. The Chinese side not only strictly controlled agricultural products, but also fishery products. Cross-border export goods were also tightly controlled.
Limiting imported goods for re-export, goods in bonded warehouses, and goods in border-gate transfer from Vietnam to China via auxiliary border gates and border crossing.Accordingly, Vietnamese fruit and fishery products that do not meet the conditions will not be permitted to be exported to China as before.
Meanwhile, import turnover reached US$1,392 million, up 11 percent compared to 2018, due to the increase in import turnover from means of transport; iron and steel products, machinery and equipment. Thereby, the revenue collection has shown positive signs.
Specifically, sincethe beginning of the year, a number of carsoriginating from China have met the standards under the Prime Minister’s Decision 49/2011/QĐ-TTg. Especially, car importers that have met the conditions prescribed in Decree 116/2017/ND-CP continue to import cars, making the increase in the turnover and revenue.
Sincethe beginning of the year, Huu Nghi Customs Branch has processed procedures for 41,188 declarations, up 8.8 percent to 2018 with a turnover of US$1,351.6 million; the State revenue reached VND2.336,1 billion, reaching 104.6 percent compared to the assigned target.
Mr. Nguyen Cong Tuan, Deputy Director of Huu Nghi Border Gate Customs Branch, saidin order to achieve this revenue, the Branch assigned officers to exchange, understand and share difficulties with businesses. In addition to the increase in the import turnover of cars, the major import and export goods with high revenue also increased compared to 2018.
In 2019, Lang Son Customs Department promoted the application of information technology and modernized the state management in Customs. Especially, managing and operating effectively the VNACCS/VCIS and centralized information systems. Almost all importers and exporters in the area have implemented customs declaration via the VNACCS/VCIS.
Currently, Lang Son Customs Department has received 301 dossiers via online public services and 2,740 enterprises with a total of 82,572 declarationsprocessed via the VNACCS/VCIS.
Accompanying businesses
Although in the first 11 months of the year, the results achieved by the Lang Son Customs Department showedsuccessin the import and export activities. But according to Tuan the import of automobiles, components and spare parts will gradually decrease due to stable demand in the last month of the year.
Tuan said that in order to surpassthe assigned target in the last days of this year, the Department continued to drastically and synchronously implement solutions to increase the State budget revenue; timely review and handletaxpolicy problems that may affect State budget revenues; continued to promote Customs administrative procedure reform and modernization and create maximum favorable conditions for businesses in import and export activities.
Especially, Lang Son Customs Department continues to review and recover and effectively handle the old tax debts and prevent new tax debts; effectively prevent and combat smuggling and illegal cross-border transportation of goods, trade frauds and fake goods according to the direction of the Ministry of Finance, the General Department of Vietnam Customs and the Steering Committee 389 of Lang Son provinces to ensure effective management in the area; strengthen customs control and anti-smuggling, especially in areas under its management; implement coordination with the competent forces in the area, promptly exchange, provide information and coordinate in the patrol, control, arrest and effective handling.
