Lang Son Customs ensures smooth customs clearance

VCN – From the beginning of August 2024, vehicles transporting goods across customs clearance routes and specialized freight transport routes at the International Border Gate pair of Huu Nghi (Vietnam)- Huu Nghi Quan (China) are required to comply with regulations on international shipping. After 15 days of implementation, import-export activities and the customs clearance at Huu Nghi International Border Gate and other border gates in Lang Son province still smoothly and stably operate.

Import and export activities take place smoothly

From May 27, 2024 customs clearance routes and specialized freight transport routes, including the specialized freight transport route in the 1088/2 - 1089 border milestone area (Tan Thanh - Po Chai), customs clearance route in 1104-1105 border milestone area (Coc Nam - Lung Nghiu), have been officially belonged to the International Border Gate pair of Huu Nghi (Vietnam)- Huu Nghi Quan (China).

To meet management requirements, the delivery and receipt of import and export goods through customs clearance routes and specialized freight transport routes belonging to the International Border Gate pair of Huu Nghi (Vietnam)- Huu Nghi Quan (China) must also comply with the Road Transport Agreement between Vietnam and China; Protocol to implement the Road Transport Agreement between Vietnam and China; international practices and Vietnamese regulations.

Accordingly, since August 1, vehicles transporting import and export cargo across customs clearance routes and specialized freight transport routes belonging to the International Border Gate pair of Huu Nghi (Vietnam)- Huu Nghi Quan (China) are required documents such as Transport license; Certificate of Technical Safety and Environmental Protection; Delivery note; Customs declaration for goods; Certificate of Third-party private liability insurance; relevant documents for exit and entry vehicles…

The representative of Huu Nghi Border Gate Customs Branch (Lang Son Customs Department) said that in order to facilitate individuals, organizations and businesses to carry out procedures related to import and export goods, the branch has coordinated with the enforcement forces to disseminate the implementation of delivery and receipt methods at customs clearance routes at the Huu Nghi International Border Gate pair. Additionally, the branch has regulated and classified goods channel to ensure smooth import and export activities and prevent traffic jam at border gate area. Currently, the flow of import and export goods through the Huu Nghi - Huu Nghi Quan International Border Gate pair take place stably.

At the specialized freight transport route in the 1088/2 - 1089 border milestone area (Tan Thanh - Po Chai), the announcement of the People's Committee of Lang Son province said that vehicles transporting exported goods from Vietnam to China from August 1, 2024, are not allowed to ship the imported goods to Vietnam; vehicles transporting goods from Vietnam to China before August 1, are allowed to ship the imported goods back the country (if any) until August 15, 2024, and after the deadline, the vehicles are not be allowed to carry the imported goods back to the country. However, many enterprises have not updated the information.

In order to promptly remove difficulties for businesses in implementing new regulations, the representative of Tan Thanh Customs Branch said that Tan Thanh Customs Branch regularly disseminate information and support enterprises in handling arising problems.

Import and export turnover reaches 41.45%

According to the People's Committee of Lang Son province, enforcement authorities of the province have coordinated with other authorities to strengthen information exchange and work with the Chinese enforcement authorities to promote customs clearance and deploy plans to channelize and regulate import and export goods for effective and smooth customs clearance.

Dong Dang - Lang Son Border Gate Economic Zone Management Board, more than 1,100 vehicles are cleared on average per day through border gates in Lang Son province.

As of August 15, 2024 alone, 1,163 vehicles transported cargo across border gates in Lang Son province, including 280 vehicles transporting cargo and 8883 vehicles carrying imported goods.

Notably, Huu Nghi Intenrational Border Gate cleared 727 vehicles, including 191 vehicles carrying exported goods, which mainly are exported fruits, and 536 vehicles carrying imported goods.

In the specialized freight transport route in the 1088/2 - 1089 border milestone area (Tan Thanh - Po Chai), 338 vehicles carrying import and export goods were cleared. On August 15, 2024, 12 vehicles carrying export goods were cleared through the Coc Nam-Lung Nghiu customs clearance route (1104-1105 border milestone area).

At Chi Ma Border Gate, import-export activities took place smoothly. On August 15, 2024, there were 86 trucks transporting import and export goods cleared through the border gate, including 6 trucks of export goods and 80 trucks of import goods. 21 train carriages carrying exported goods and 28 carriages carrying imported goods were processed customs procedures at Dong Dang Station.

From January 1 to August 15, 2024 import and export activities of goods at Huu Nghi International Border Gate, Dong Dang International Railway Station, Chi Ma Border Gate and Tan Thanh Border Gate took place smoothly. The total turnover of goods declared at Lang Son Customs Department reached over US$3 billion, an increase of 10.18% year-on-year; Border gate customs branches also received and processed 101,501 declarations. The number of passengers exiting the country reached 775,732 and entering the country reached 789,429.

As of August 15, 2024, Lang Son Customs Department collected about VND 4,400 billion, meeting 87.4% of the assigned target, an increase of 41.45% year-on-year. The department has collected fee under Resolution 01/2029/NQ-HDND dated July 12, 2019 worth over VND365.2 billion.
