Separating export and import processes
Accordingly, the new regulations will replace the former regulations that have been applied since the end of September 2021.
The new regulations are applied to the digital border gate platform of Lang Son province in import and export activities, temporary import for re-export, temporary export for re-import, border-gate transfer and transit of goods across Huu Nghi International Border Gate and Tan Thanh sub-border Gate.
Entitles allowed to be apply the new regulations in the local province include organizations and individuals engaged in import and export activities; drivers transporting goods across Huu Nghi and Tan Thanh Border Gates; wharf services operators at these two border gates and state management agencies and units for the border gates.
The new regulations separate the export and import processes on the digital border gate platform. Accordingly, the export process includes seven stages;the import process has eight stages.
According to the representative of the Lang Son Department of Information and Communications, the local government separates the import and export processes to create favorable condition for businesses.
The People's Committee of Lang Son province assigned the local Department of Information and Communications to coordinate with relevant agencies in solving problems related to technology, management, operation 24/7 of the entire platform; directed relevant units to ensure stable, smooth and safe operation of the system.
In addition, the local government has requested Lang Son Department of Information and Communications to notify relevant agencies, units, organizations and individuals to temporarily shift from online to offline implementation when the platform has error; to grant accounts to access the Digital Border Gate Platform for the State management agencies.
Achieving efficiency during the pilot operation
The digital border gate platform has been developed by Lang Son province since July 2021 based on two principles: complying with regulations of all agencies participating in operation at border gate andmaximizing the digitization of processes to bring the greatest efficiency to businesses and border management agencies.

The digital border gate platform helps to automate the process, reduce the customs clearance time for businesses andstrengthen management and supervision of the State agencies.Furthermore, it provides a multi-way communication channel between the State agencies and enterprises engaged in import and export activities; creates transparency in management activities at the border gate; serves the direction and administration of leaders at all levels; and implements administrative reform for people and businesses.
The People's Committee of Lang Son province put into pilot operation the digital border gate platform at Huu Nghi International Border Gate from January 19 and Tan Thanh Border Gate from February 21. The pilot operation is expected to run until the end of June.
Lang Son Department of Information and Communication said that 100% of means of transport are declared online on the platform before arriving at the border gate and inspected and certified on the platform by the competent agencies.
As of June 13, a total of 46,272 import and export vehicles declared on the Digital Border Gate Platform, of which, 5,872 means of transport were exported and 17,845 means of transport were exported at Huu Nghi International Border Gate. 12,375 means of transport were exported and 10,180 means of transport were imported at Tan Thanh Sub-Border Gate.
