Taking business-centric approach

The General Department of Customs announced the assessment index of = administrative reform performance in 2022 of units under the General Department of Customs. Accordingly, Khanh Hoa Customs Department is one of the 20 first-ranked units, with a score of 89/90 points. Thus, compared to 2021, the ranking index of Khanh Hoa Customs Department has increased from 2nd to 1st position.

According to Deputy Director of Khanh Hoa Customs Department Phan Thanh Son, identifying the reform of administrative procedures as one of the key and consistent tasks, Khanh Hoa Customs Department has always taken people and businesses-centric approach. The unit has paid attention to directing and promptly implementing policies and plans on reform and modernization; proactively organized dialogues to remove problems for businesses.

The impression of administrative reform is shown through the comprehensive and effective implementation of electronic customs clearance procedures for import and export goods, entry and exit vehicles; and applied online public service system. Currently, 100% of administrative procedures are processed through online public services at levels 3 and 4 and basic customs procedures are processed at level 4; and the National Single Window has been effectively deployed at seaports and airports...

Also according to the leader of Khanh Hoa Customs Department, the implementation of the "Single Window" mechanism in customs procedures for import and export goods and means of transport has minimized administrative procedures and paper documents, met the requirements of modernization, raised awareness and responsibility of customs officials about the goals and requirements of customs reform, and enhanced the cooperative relationship between Customs and businesses.

In the administrative reform ranking assessment table of Khanh Hoa province, Khanh Hoa Customs Department has always been in the top of local agencies and units. Especially from 2017, the unit has always been evaluated as a good ranking unit among permanent central agencies in Khanh Hoa province. From the end of 2022, Khanh Hoa Customs Department has deployed many communication solutions to support businesses to improve compliance with customs laws according to Decision No. 1399/QD-TCHQ dated July 15, 2022 of the General Department of Customs. Accordingly, to support businesses in properly implementing regulations, Khanh Hoa Customs Department requested customs branches to assign and arrange on-duty customs officers to support businesses and resolve problems arising during the customs clearance.

The results of administrative procedure reform of Khanh Hoa Customs Department have been highly appreciated by the business community and recognized by leaders at all levels.

The above results demonstrate the unit's outstanding efforts in administrative reform of the Customs sector and Khanh Hoa Customs Department. In the near future, Khanh Hoa Customs Department will continue to coordinate well with units inside and outside the sector to facilitate import and export activities, strive to effectively implement the reform plan, develop modernization and transformation plan, contributing to completing the task of local socio-economic development.

Actively preventing revenue loss

Not only effectively implementing administrative reform, Khanh Hoa Customs has also focused on anti-smuggling and revenue loss to create a fair business environment.

According to Mr. Le Hong Son, Director of Cam Ranh International Airport Customs Branch, the number of flights is gradually resuming because the pandemic has been controlled, so the number of passengers will increase in the near future. Currently, on average every day, the unit checks in for about 34 international flights of 35 airlines.

The increase in the number of flights will pose a potential risk of smuggling and trade fraud. For effective prevention, Cam Ranh International Airport Customs Branch has strengthened inspection and strict control of luggage of passengers on entry and exit.

Recently, when carrying out immigration procedures for passengers on flight number VJ62 from Almaty International Airport, Kazakhstan to Cam Ranh International Airport, the Cam Ranh International Airport Border Gate Customs identified four passengers carrying 1,440 boxes of Vitamin E and 96.67 kg of Shisha without customs declaration when completing entry procedures into Vietnam.

VCN – In 2021, Khanh Hoa has comprehensively performed tasks, including focusing on customs reform and modernization.

Authorities predict that in the last months of 2023, the airline route will continue to pose potential risks of smuggling and trade fraud. To ensure customs inspection and supervision of luggage and goods of passengers to prevent smuggling and illegal transportation of goods in the management area, on October 27, 2023, Khanh Hoa Customs Department issued Official Dispatch No. 1552/HQKH-KSHQ directing units to strengthen strict management of the area; has applied customs control measures. In addition, the department has enhanced IT application, strengthened screening and image analysis; focused on inspection, examination and internal control; focused on communication and improved the effectiveness of coordination with other authorities such as Border Guard, Police, Coast Guard, Market Surveillance in the anti-smuggling.
