Khanh Hoa Customs: High efficiency in budget collection from trade facilitation

Promoting economic recovery

In the first six months of 2022, Khanh Hoa Customs Department handled 35 violations, issued 32 decisions on administrative sanction of nearly VND5 billion, a year-on-year increase of 804.58 %. Of which, an enterprise misrepresented the customs value, leading to a missing tax payable; the Department fined nearly VND4.5 billion.

Following the motto "Always accompanying businesses", Khanh Hoa Customs Department has reformed administrative procedures and modernized customs to help businesses in import-export activities, saving time, costs and further facilitating customs clearance activities. Accordingly, Khanh Hoa Customs Department implemented electronic customs procedures for import-export goods and means of transport on entry and exit; run the automatic customs clearance system and the online public service system of the Customs, ensuring that 100% of applications are settled in prescribed time limit, contributing to shortening the time for customs clearance of import and export goods and means of transport. The Department has established a group to support businesses in using free customs declaration software; maintain an advisory group to guide procedures and answer problems arising from businesses in the area.

Furthermore, Khanh Hoa Customs Department has given comments and developed a plan to review procedures for management of petroleum, gas, and synthetic chemicals and consulted the relevant units to create the best conditions for businesses. At the same time, the department has organized Customs - Business dialogue conferences to share and remove difficulties and obstacles in customs clearance, which have been appreciated by businesses.

Although the number of businesses participating in e-customs procedures in the first six months of the year decreased by 15 units year-on-year, Khanh Hoa Customs Department processed nearly 15,000 sets of import and export declarations, up 27.25% and recorded a total turnover of over US$2.1 billion, up 39.17% year-on-year; and carried out customs procedures on the e-manifest system for 222 ships.

In the first half of the year, some international airline firms have resumed after nearly two years of hiatus, but the number of flights has not been high. Khanh Hoa Customs Department has carried out procedures for 420 vehicles on entry and exit; with 30,064 arrivals and departures of passengers, an increase of more than 28% over the same period in 2021. In which, Cam Ranh International Airport Customs Branch carried out procedures for 140 flights, doubling the same period last year; and for 24,292 passengers, up 94.44% year-on-year.

Actively assessing budget revenues

In 2022, Khanh Hoa Customs Department was assigned by the Ministry of Finance a budget estimate of VND2,275 billion. In which, revenue in Khanh Hoa province is VND2,075 billion and in Ninh Thuan province VND200 billion.

According to Director General Tran Hai Son, to fulfill the task, the unit has offered solutions to facilitate trade and budget collection such as focusing on reviewing items on the list value risk, strictly control the taxable price of import and export goods, strengthen origin verification, C/O; high-tax items, items with large import-export turnover; and goods which are declared undervalue.

With the synchronous implementation of solutions, Khanh Hoa Customs Department recorded high results in budget collection in the first half of 2022. As of June 30, 2022, the whole Department collected VND2,038.4 billion, reaching 89.60% of the assigned target and 85.65% of the ambitious target, an increase of 25.10% compared to the same period last year.

According to analysis of Khanh Hoa Customs Department, the revenue mainly came from imported gasoline. In the first half of the year, the amount of imported gasoline decreased, but the price nearly doubled, reaching 1,103.85 USD/ton, so the import turnover rose by 90.55% over the same period last year. Khanh Hoa Customs Department's budget revenue from petroleum products surged 52.12% year-on-year to VND 916.54 billion, accounting for 44.96% of the department’s total revenue. In addition, revenue from wind power, solar power and thermal power projects also increased by more than 17% year-on-year to VND935.64 billion, accounting for 45.90% of the department’s total revenue.

However, due to the implementation of the CPTPP Agreement, the revenue from wood chips was not significant, the tax refund from the beginning of the year to June 30, 2022 was over VND15.5 billion; revenue from construction stone surface reached only VND6.22 billion, down 7.85% over the same period last year.
