Khanh Hoa Customs focus on customs reform and modernization

Making great efforts to overcome difficulties
In 2021, Khanh Hoa Customs Department has strictly followed and met requirements of leaders on disease prevention and control while ensuring customs control, support and facilitation to businesses and quick customs clearance.
However, the Covid-19 pandemic had great impacts on business production of enterprises, leading to the year-on-year decrease in the number of declaration form, import and export turnover, means of transport on exit and entry.
The number of businesses carrying out customs procedures across Khanh Hoa Customs Department dropped about 40 enterprises. The total trade in goods plunged, of which the revenue from petroleum imports decreased over 45%, which affected the department’s revenue.
As of Decembers 31, the local customs department collected VND2,998.27 billion, meeting 99.94% of the estimate.
At the conference to review performance in 2021 and set out task for 2022, Director of Khanh Hoa Customs Department Tran Hai Son pointed out some shortcomings that need to be overcome and requested units to perform in 2022 such as the revenue collection, handling of violations, training and improvement of officers’ qualifications to meet requirements work, especially the implementation of Smart Customs.
The Director requested the entire department to implement solutions on administrative reform, implementation of Smart Customs, IT application in customs operation, expanding National Single Window and ASEAN Single Window, and completing the revenue collection.
Focusing on Customs modernization
The administrative reform is one of the key tasks, so that the Director’s leader has directed units to implement plans, contributing to improving the business environment,enhancing competitiveness, facilitating enterprises in customs procedures, meeting management requirements, shortening customs clearance time, and minimizing the negatives in handling administrative procedures, especially at the customs branch level.
The customs reform and modernization results have contributed to facilitating trade activities, increasing transparency, and reducing time and saving costs.
In addition, the local customs department has applied modern customs control methods and promoted IT application; simplified procedures and shorten customs clearance time, and create favorable conditions for businesses, and improve the business environment. The department has reviewed and reported obstacles between legal documents and guiding documents and proposed to competent level to amend and supplement.
In 2021, the local customs department has received and processed about 24,000 customs declarations via the VNACSS; and 1,170 dossiers on the online public service system. The department has executed the VASSCM at Bac Van Phong, Nam Van Phong, Cam Ranh and HVS Ports.
The number of ships cleared via the system increased 15.46% year-on-year. Six out of 10 airlines have processed e-procedures. 205 exit and entry ships and 1,413 declaration form have been processed via the VASSCM.
Khanh Hoa Customs Department has advised to develop and implement a plan to review and complete professional problems on the management process for petroleum, gas and chemical products.
In 2022, Khanh Hoa Customs Department will continue to promote reform of administrative procedures, apply information technology to customs operations, expand the National Single Window and the ASEAN Single Window, and strive to fulfill the state budget collection, strengthen customs control, fight smuggling and trade fraud, and build transparent and professional Customs force.
