According to the General Department of Customs, the Standing Office of National Steering Committee on National Single Window and ASEAN Single Window (1899 Committee), the development of a centralized IT system will solve difficulties and shortcomings related to IT for ministries and agencies in implementing the NSW.

According to the report in the fifth meeting of the 1899 Committee, as of July 10, 2019, there were 174 administrative procedures of 13 ministries and agencies connected with the NSW with more than 2.3 million records of about 31,000 enterprises. Of which, the Ministry of Transportation and Ministry of Sciences and Technology have connected 100 percent of procedures with the number of 72 and 6 respectively.

According to the Project “Establishing and developing a centralized IT system to deploy NSW and ASW” which is being developed under the direction of the 1899 Committee, the important goal set out is the NSW portal shall operate on a centralized database for state management for imports, exports, transits, passengers and vehicles in entry, exit and on transit.

In 2018, the Helpdesk of the General Department of Customs received and answered 36,647 questions on the NSW. Of which, 90 percent of the questions were related to procedures and steps on the system and declarations of enterprises not consistent with the regulations and data standards and 10 percent of the questions were related to the system.

The NSW portal will provide utility services to support people, businesses and state agencies in implementing administrative procedures under NSW, ASW, as well as in management, direction and administration of all levels from central to local; to connect with relevant government systems and connect with ASEAN countries and other international trade partners.

How do transit procedures via the ASEAN transit system work?

Accordingly, the Standing Agency and ministries and agencies will focus on upgrading and transforming the system from a dispersed model to a centralized model in ministries and agencies; connecting, exchanging and sharing information with the NSW to form a centralized database for state management for imports and exports, transits, passengers and vehicles in entry, exit and on transit.
