HCM City Customs answers questions of enterprises

At the conference, Deputy Director of HCM City Customs Department Nguyen Huu Nghiep said that improving the business investment environment and enhancing the competitiveness of enterprises was always a hot topic. It also had great importance for sustainable growth and effective competition in the Vietnamese economy, especially Ho Chi Minh City.

With the goal of "Ho Chi Minh City Customs and the business community are reliable partners, accompanying economic development", for many years, HCM City Customs Department has always accompanied the business community in Ho Chi Minh City through promoting reform, modernization, facilitation for businesses to reduce time and costs when carrying out clearance procedures; diversify forms of dissemination on policies and regulations related to customs as well as listen to and promptly solve problems and difficulties.

Furthermore, continuing to reduce administrative procedures and costs for businesses to promote production, creates a transparent and equal business investment environment.

Leaders of HCM City Customs Department pledged to continue to build and develop the partnership and always accompany the Customs authority and business community to develop better and more sustainably.

The commitments of HCM City Customs Department will be concretized by the drastic implementation of key tasks: safe adaptation, flexibility, quick response to all circumstances, proactively receiving information and promptly taking action to handle.

Implementing Directive No. 439/CT-TCHQ of the General Department of Vietnam Customs on synchronous and drastic implementation of measures to facilitate trade, improve the effectiveness of state management, and combat revenue loss.

Promoting administrative reform, simplifying customs procedures towards paperless following the spirit of Directive 384/CT-TCHQ dated February 8, 2022 of the General Department of Vietnam Customs.

Furthermore, promoting trade facilitation and Customs-Business partnership cooperation with many solutions. In particular, working closely with logistics associations to promote the role of customs brokers which are really an extension of the customs authority, a bridge between Customs and businesses towards professionalism, voluntarily complying with the law when carrying out customs procedures to be more transparent.

Regularly advise the People's Committee of Ho Chi Minh City about plans to develop logistics services, improve the investment environment, and coordinate trade facilitation within the Customs sector. To step up the communication and dissemination of the law in various forms and contents; regularly consult and organise dialogues with enterprises to receive ideas and recommendations in order to solve difficulties for enterprises.

Through this conference, HCM City Customs Department updated and guided the latest contents and policies to businesses. At the same time, they listened to feedback, problems, difficulties as well as aspirations of businesses to the Customs authority so that HCM City Customs could understand and learn from experience in order to have improvements in supporting enterprises to carry out import-export activities.

To help businesses to implement and enjoy value-added tax incentives, HCM City Customs Department introduced many new points on tax policies specified in Decree 15/2022/ND-CP of the Government dated January 18, 2022.

Besides introducing new policies, HCM City Customs Department has also given notices to businesses about the violations of the customs law that have been detected by the Customs authority; unintentional violations that lead to the making of minutes of violations which affected the legal compliance of enterprises; note in the management of digital signatures, to avoid being taken advantage of to commit violations.

At the same time, HCM City Customs Department introduced to the business community a smart customs model with a modern utility chain, connected with many relevant departments and organizations which was built by the Customs sector.

In the part of the dialogue and solving problems, leaders of HCM City Customs Department answered enterprises' problems related to the rate and time of inspection of goods in transit; transshipped goods deposited into bonded warehouses; port-to-port cargo; and specialized inspections.
