Hai Phong Customs actively supports enterprises

VCN - As one of the first units in the whole sector selected by the General Department of Vietnam Customs (together with customs departments: Hanoi, Ho Chi Minh City, Quang Ninh, Bac Ninh, Binh Duong, Dong Nai) to implement the Pilot Program to support businesses to comply with customs law voluntarily, Hai Phong Customs Department has actively implemented related contents.

Actively grasping business information

Deputy Director of Hai Phong Customs Department Nguyen Kien Giang said that after the General Department of Vietnam Customs issued Decision 1399/QD-TCHQ dated July 15, 2022 on the implementation of the Program, the unit issued Official Letter 6952/HQHP-QLRR dated August 3, 2022 for fulfillment.

Accordingly, the heads of the advisory units, the Customs Enforcement Team, the Post-Clearance Audit Branch and the Customs Branches are responsible for organizing and disseminating the contents of Decision 1399/QD-TCHQ to all customs officers in the unit to understand, research and implement.

Then, on September 9, 2022, in Hai Phong, Hai Phong Customs Department coordinated with the Risk Management Department (General Department of Vietnam Customs) to successfully organize a conference to sign a memorandum of understanding on the implementation of a pilot program to support and encourage businesses to voluntarily comply with customs laws.

At the conference, representatives of leaders of Hai Phong Customs Department signed a memorandum of understanding with seven enterprises. On October 28, 2022, the unit continued to sign with nine enterprises. Up to now, Hai Phong Customs Department is one of the units with the largest number of enterprises participating in the Program in the whole sector (with 16 enterprises).

“Over the years, Hai Phong Customs has made many efforts to reform administrative procedures, modernize customs, facilitate the business community in import and export activities, and consider businesses as partners. Therefore, when the General Department of Vietnam Customs deployed the Program, the unit actively implemented it, especially capturing the thoughts, aspirations and demands of the business community to have effective support solutions. On that basis, firstly, Hai Phong Customs Department chooses to sign a contract with a unit that has a large volume of declaration, turnover, tax amount, etc. When choosing and signing with enterprises, the Customs authority will take more responsibilities rather than finding more solutions to support enterprises to comply with law,” the Deputy Director of Hai Phong Customs Department said.

Also in November, Hai Phong Customs Department will develop a detailed implementation plan in order to follow the direction of General Department of Vietnam Customs and the expectations of the business community.

Besides organizing the implementation at the unit, Hai Phong Customs Department also actively researched and contributed many ideas to the Risk Management Department in the process of completing the contents related to the Program.

A new step in accompanying and supporting businesses

As noted by the reporter, representatives of businesses that signed with Hai Phong Customs Department highly appreciated the goals set by the Customs authority in the Program. The general comment showed the recognition of the business community with the efforts in the reform of administrative procedure, customs modernization, and business facilitation. The pilot program to support businesses to voluntarily comply with customs legislation will continue to be an important step.

Mrs. Pham Huong Giang, Head of the Logistics Department (Thai Tan Trading and Transport Company Limited) said that the enterprise is a unit specializing in importing and exporting raw materials and accessories in beer and beverage production.

“As a large-scale enterprise with a huge volume of import and export declarations of about 1,000 sets per year, the Company always has a sense of responsibility and is proactive in complying with the law. However, with a large number of items related to many codes (HS), different management policies it is very difficult for businesses to find out by themselves. However, with the commitments of the Customs authority in this Program, it will support businesses a lot. Especially, the commitment of Hai Phong Customs to arrange a full-time team at the Department or its branches to act as the focal point for guidance and advice will be very effective," Mrs. Pham Huong Giang said.

Sharing the same opinion, Mrs. Ly Van Phuong (Flat Vietnam Co., Ltd. - China's FDI enterprise) said that the enterprise operated in the field of manufacturing glass panels for solar modules with about 200 sheets of import and export declarations per month.

“Having operated in Vietnam for 6 years, despite great efforts, businesses still cannot avoid shortcomings in grasping the provisions of the law. Therefore, the Company wishes to be further facilitated through consulting activities, answering problems, providing information, warning risks in import and export activities, thereby helping businesses to comply with the law well, do not let any violations happen. Through the Program, we hope that the Company will continue to be a reliable partner of the Customs authority," Mrs. Ly Van Phuong said.
