Customs sector actively promotes law enforcement in response to Vietnam Law Day

VCN - In response to Vietnam Law Day, Finance Law Day and Customs Law Day in 2024 (collectively referred to as Law Day), the General Department of Vietnam Customs requests units in the whole sector to improve the effectiveness of building, promoting dissemination on customs law enforcement, promoting administrative reform, contributing to improving the business environment and enhancing national competitiveness.

To enhance the awareness of officials and employees throughout the Customs sector regarding the duties of building and implementing normative legal documents in customs and finance; to strongly promote legal publicity, education, and legal support for enterprises; and to reform administrative procedures and simplify administrative procedures, the General Department of Vietnam Customs organizes the implementation of Law Day to honor the Constitution, laws, and educate the sense of law abiding in conjunction with the key events and tasks of the Finance and Customs sectors; to facilitate the improvement of legal documents related to the customs field.

At the same time, ensure that the provisions of customs law, the regulations and procedures of the sector, and related legal provisions are timely, fully and appropriately disseminated, educated in terms of content and form for each target group.

Accordingly, Vietnam Law Day will be conducted in two peak months, from September 29 to November 29, 2024, and the peak week from November 6 to 10, 2024, with the slogan: "In response to Vietnam Law Day, the Customs sector continues to improve institutions and policies, facilitate compliance, transparency in implementation, and efficiency in management."

Finance Law Day will be conducted from August 28 to September 28, 2024, with the peak week from August 26 to August 30, 2024. Customs Law Day will be conducted from September 1 to October 1, 2024."

In response to Law Days, the General Department of Vietnam Customs requires all affiliated and subordinate units to be assigned to preside over the drafting and development of projects, decrees, and documents, and to coordinate with relevant units to study and draft, organize the collection of opinions... to finalize documents for submission to competent authorities for timely issuance in order to enhance the work of building normative legal documents.

At the same time, units need to step up the dissemination and popularization of normative legal documents that have a significant impact on society, right during the drafting process; newly issued documents, especially normative legal documents in the customs field, in appropriate forms; promote information and publicity activities on customs policies, normative legal documents, law enforcement results, and administrative reform, administrative procedure reform in newspapers and magazines inside and outside the Sector.

Promote information and publicity activities on policies that have a significant impact on society, enhance people's ability to access the law.

Timely provide legal information and dialogue to answer policies, remove difficulties and obstacles in the practical application of normative legal documents for enterprises, taxpayers, and customs declarants. Strengthen the activities of answering and resolving definitively the difficulties of enterprises in implementing normative legal documents and administrative procedures, especially newly arising difficulties; promptly remove difficulties for enterprises.

Promote the implementation of reform solutions to simplify administrative procedures such as: controlling administrative procedures, ensuring that no new administrative procedures are issued when unnecessary; continue to review and propose options to reduce and simplify administrative procedures in all areas of customs management, focusing on studying to reduce time, dossiers, paperwork, and costs of implementing administrative procedures directly related to enterprises and people.

Strictly and promptly implement the statistics, publication, updating and public disclosure of administrative procedures to ensure compliance with regulations, fully, accurately, synchronously, transparently, and create maximum convenience for people and businesses. The General Department of Vietnam Customs requires units throughout the Sector to strengthen inspection, examination, and supervision of discipline, administrative discipline, including supervision of people and enterprises; strictly implement office culture; on the responsibility and ethics, communication culture of officials and employees when performing duties and public affairs.

In addition, during the Vietnam Law Day, Finance Law Day, and Customs Law Day in 2024, the General Department of Vietnam Customs requires units to base on their assigned functions and tasks and the actual situation of the unit to carry out dissemination on policies with a significant impact on society, results of law building and enforcement, administrative reform, good models, and effective methods in legal publicity and education.
