Hai Phong Customs actively prevents pandemic and ensures cargo clearance

VCN – As soon as the Covid-19 pandemic showed signs of complex developments in early 2021, Hai Phong Customs Department activated measures to prevent and ensure clearance of goods for the business community.

On 28/1, Hai Duong Customs Branch activated anti-pandemic solutions.

According to Director of Hai Phong Customs Department Nguyen Duy Ngoc, immediately after the re-emergence of the Covid-19 pandemic, leaders of the department instructed the units to promptly, drastically and synchronously deploy measures to ensure the realisation of the dual goal of both effective anti-pandemic prevention and cargo clearance.

On January 28, 2021, the Steering Committee on Covid-19 pandemic prevention of Hai Phong Customs Department issued a request document to heads of units to grasp all customs officials and people working under the regime. The labour contract of the unit enhances the sense of responsibility, focuses highly on the implementation of measures to prevent and fight the pandemic, absolutely not ve subjective or neglect, to keep distance when communicating; restrict access to areas with a high concentration of people and public places; install and use the Bluezone application and electronic medical declaration to detect and quickly trace potentially infected people, prevent disease from spreading; and wearing a mask at a public place.

On January 28, the Steering Committee on Covid-19 pandemic prevention of Hai Phong Customs Department sent a request document to the units to implement additional measures. Notably, customs officials in Hai Phong had to stay and not return to Hai Duong or Quang Ninh. The Hai Duong Customs Branch immediately arranged for officials with permanent registration outside of the province to stay in the official residence of the unit and minimise the entry into Hai Phong city, and if entering, they must go into concentrated medical isolation in accordance with regulations.

Recently, after the Lunar New Year holiday, on February 16, the Steering Committee on Covid-19 pandemic prevention of Hai Phong Customs Department issued guidance documents on pandemic prevention and control and sent to its units.

Thoroughly grasping the direction of the Chairman of the City People's Committee, the Head of the Steering Committee on Covid 19 pandemic prevention in Hai Phong city and facing the complex situation of the Covid-19 pandemic; Hai Phong Customs Department requested during Hai Duong's social distancing (from February 16, 2021 to March 3, 2021), heads of units continue to carry out many important issues.

In particular, for units with customs officials spending the Tet holidays in Hai Duong, Hanoi or other provinces that are pandemic-hit regions they should be arranged to work from home; units formulate plans, assign customs officials to ensure both anti-pandemic safety and job satisfaction. Do not send inspection teams or missions to Hai Duong province or other localities where pandemic outbreaks are occurring.

On the occasion of Tet holiday 2021 (from February 10 to 16), Hai Phong Customs Department processed import and export procedures for 120 firms with 899 declarations. In particular, exports hit 630 declarations, the total turnover was more than $110 million; imports was 266 declarations, with a turnover of nearly $47.5 million.

Customs units and customs branches have plans to remove difficulties and problems for firms in the process of clearing goods or dealing with operations due to the effects of Covid-19 and do not contact or work directly with people from localities that have virus cases into Hai Phong.

With such a series of drastic and synchronous contents, up to now no officials of Hai Phong Customs Department have been infected and the settlement of customs procedures has ensured the smooth operation of the business community.

Customs branch in the centre of epidemic

Among nine customs branches under the Hai Phong Customs Department, Hai Duong Customs Branch was the front line unit in this new wave of Covid-19 pandemic prevention when the management area detected case of infection early and the disease situation was very complex.

The manager of Hai Duong Customs Branch Vu Quoc Duong said that after there was a case of Covid-19 infection in the community in Hai Duong, on the morning of January 28, the Customs branch activated plans of pandemic prevention and control, associated with the plan to ensure the facilitation of import and export activities.

Regarding customs officials, the branch thoroughly implemented the 5K message (Masks - Disinfection - Distance - Not concentration - Medical declaration), requesting customs officials not to participate in parties or events gathering a lot of people and at the same time, disseminate to relatives for implementation. Regarding the import-export staff, the branch has arranged person to receive the dossier (if required to submit paper documents), measured body temperature, recorded history go in/out of the Customs branch.

When the pandemic situation in the area showed signs of complications, from February 3, the Customs branch arranged 100% of customs officials to stay to work and live at the headquarters. Facing the complex situation of the Covid-19 pandemic, the leaders of the Customs branch reported to the department's leaders and got approval for the plan. At the same time, 100% of customs officials and employees agreed, supported and actively implemented. This plan would help to ensure pandemic prevention and control; ensure facilitating cargo clearance. This was a practical action of Hai Duong Customs in joining hands with local authorities and people to strictly comply with the guidelines and directions on Covid-19 pandemic prevention," said Duong.

Regarding the plan to support the business community, the Hai Duong Customs Branch has strengthened online working through phone, email and social networks. Notably, on the Zalo group " Hai Duong import and export Association” (as of February 22, there are 600 members) who are employees of import-export activities of enterprises in the area, the participation of customs officials and employees of Customs has been very active. Information in the process of implementing customs procedures is promptly shared; problems arising are also enthusiastically instructed by customs officials for the smooth clearance of goods. In addition, information about tge pandemic and support for people facing difficulties in the area are also constantly updated to create confidence for customs officials and business communities to be firm with their thoughts and confidence in task performance.

“Thanks to positive measures, the cargo clearance at the Customs Branch has taken place smoothly with an average of about 1,000 declarations per working day and was highly recognised by the business community. The unit's declaration was mainly related to the type of outsourcing, production for export,” Duong added.
