Hai Duong Customs introduces solutions to help enterprises pay customs charges

VCN – There is a situation where many firms pay charges of customs procedures but the system still records debt suspension due to declaring incorrect information. Although the amount of charges for each declaration is small, to facilitate firms and the monitoring and management of customs authority, Hai Duong Customs Branch (Hai Phong Customs Department) has issued a guidance document.

According to Hai Duong Customs Branch, recently many firms have already paid customs charges through banks and the money is transferred to the account of the customs authority. However, the system of customs authroity is not deducted debt and declarations of firms are still suspended debt of customs charge.

The reason is that data on the bank's deposit transmitted to the customs system has some incorrect information such as the declaration number as "nine number 9" or "eleven number 9", instead of writing it correctly as “9999999999”, or it is not recorded as "N/A", so the money transferred into the system cannot be liquidated automatically.

This may be due to the payer incorrectly writing the information on the Bank Deposit Form, or it may be caused by the bank staff entering data incorrectly into the system.

Facing this situation, the Hai Duong Customs Branch has sent documents to the local banks on the coordination for collecting State revenue and customs charges, in which instructions on how to write information on the form of fee payment so the customs system processes debt cancellation.

Specifically, as follows: name of the authority "Hai Duong Customs Branch"; code "2995027"; temporary account "3511"; at the State Treasury of Hai Duong province.

Sub-code: 2663; chapter code: according to the chapter code of each enterprise.

Enterprises can look up the chapter code at the website of the General Department of Taxation at the link: http://tracuunnt.gdt.gov.vn/tonnt/mstdn.jsp#.

In case of paying fees for many declarations, the firm should write as following: the declaration number is: 9999999999; type is: N/A (unspecified); registration date is the payment date of the fee to be recognised by the system and automatically deduct the debt.

In case of paying fees for each declaration, they must write in detail for the declaration number, type and registration date.

Besides the document sent to banks to coordinate for revenue collection, Hai Duong Customs Branch also reviews and sends information for each enterprise to carry out the procedures at the unit to instruct the enterprise to correct the payment information for avoiding debt suspension.

According to representatives of Hai Duong Customs Branch, this situation may also occur in other customs units. If so, it is suggested that the General Department of Vietnam Customs request the bank to deploy synchronously instructions to the transaction offices under the system, tell the bank staff to instruct customers on how to write form of Customs fee payment exactly in accordance with the regulations and at the same time also noting bank staff when entering data, avoiding incorrect information that makes the customs system unable to automatically liquidate.

Besides that to deal with the fundamental problem, the comments of some customs officers and enterprises in Hai Duong province request the Customs IT and Statistics Department (General Department of Vietnam Customs) to study and adjust the system so that the enterprise keeps paying the customs fees, if the payment amount (in one time) is more than VND 20,000, the amount will be automatically deducted one by one for declarations that are owing debts, whether the information or the number of statements is nine digits of nine or twelve digits of nine; and for any type declared by the business, except the case that the business write the specific number of declarations and total amount of the charges corresponding to those declarations.
