At the conference, Director of Ha Nam Ninh Customs Department Pham Hong Thanh said to fulfill the assigned target as the economy was affected by the Covid-19 pandemic, the conference is an opportunity for the department to actively discuss with importers and exporters, quickly grasp production plans and provide appropriate assessment and solutions. The local department instructed regulations and policies that businesses are facing problems in the customs process.
To remove obstacles for the business community, the department wished to effectively answer contents related to import and export activities. The local customs department recorded problems beyond its competency and transferred them to competent authorities to resolve and facilitate import and export activities.
Thanh also said that amid the economy affected by the public health crisis, the accomplishment of the annual plan and estimate has posed difficulties and challenges for the department. To achieve the target and support businesses, the department continues to reform customs procedures.
The department will focus on implementing quick customs clearance for imports and exports; effectively solving problems of businesses and residents in the customs process; accompanying and sharing difficulties with businesses through grasping and creating favorable conditions for businesses in import and export activities.

At the conference, the representative of the operational division introduced some regulations specified in new legal documents and policies related to customs such as the Law amending and supplementing a number of provisions of the Law on Handling administrative violations, Decree 102/2021/ND-CP, Decree 15/2022/ND-CP, Decree 101/2021/ND-CP.
Many enterprises highly appreciated the initiative of the Customs sector and Ha Nam Ninh Customs department in their operation and development. This initiative shows the determination of Customs in supporting businesses to restore production in the current situation.
Some businesses raised problems such as handling scrap, waste, excess supplies; declaration of export processing and manufacturing goods; notification of processing contract, declaration of the quantity of raw materials beyond permit; opening a third party's domestic processing and delivery declaration; using results of classification analysis for following shipments.
For these questions, the department’s representative provided solutions for each content for businesses to grasp and implement in customs procedures for import and export regimes in an effective manner.
