Facing many difficulties

According to Ha Nam Ninh Customs Department, almost all enterprises in the area managed by the department have faced difficulties, especially in the third quarter. Many enterprises have had to reduce their capacity or suspended operations due to due disruptions in the supply chain of raw materials and input materials and a lack of consumption markets. Enterprises have been seriously hit, such as those engaged in production of electronic components, leather shoes and apparel that saw a sharp decrease in the and output.

For example, the import turnover of imported car assembly components sharply dropped by over 20% in the first months of 2021. This resulted from the restriction of input materials and components from countries affected by the Covid-19 pandemic such as India, South Korea and the decrease in domestic demand, leading to the huge volume of inventories.

In addition, the registration in the tax incentive program for auto parts and components under the Government Decree 125 by Hyundai Thanh Cong Automobile Factory has impacted the department’s revenue.

The trade between January and September in Ha Nam Ninh Customs Department saw a year-on-year drop of over 2% to US$12.9 million. The import and export turnover decreased mainly in items such as electronic components, auto parts, fabrics and garment accessories, and accessories for footwear production.

That has had a significant impact on the revenue collection and payment. As of September, the department collected VND6,400 billion, meeting 70% of the assigned target. The third quarter’s revenue only reached VND1,657 billion.

Accompanying enterprises

Director of Ha Nam Ninh Customs Department Pham Hong Thanh has requested customs branches to drastically implement solutions to expedite customs clearance. The department has reviewed and shared difficulties with enterprises, grasped operation of enterprises to assign target of revenue collection to each unit; publicized customs legal documents for businesses to understand and comply with customs process.

In addition, the department continues to supervise factors impacting revenue, including focusing on controlling items with high tax rates and closely checking customs dossiers at the stage of post clearance audit, implemented risk management plans to prevent the abusing of the Green channel for imports and exports.

The department continues to take measures to collect outstanding tax debt such as encouraging enterprises to strictly comply with tax regulations; provides solutions to manage and collect tax debts; closely prevent trade fraud in the price and tax rate.

The local department works with the State Treasuries and commercial banks to provide solutions for information exchange and investment in infrastructure to support tax collection, create favorable conditions for taxpayers to diversify e-tax payment services.

In the past nine months, Ha Nam Ninh Customs Department issued 25 decisions on post clearance audit and collected taxes, fines and late payment fines of VND3.2 billion.

In the remaining months of 2021, the department continues to collect information collection for goods showing suspicious signs in goods classification, tax rate and declared value. The department actively analyzes and reviews targeted enterprises and items to select inspection entities.
