Ha Nam Ninh Customs focuses on raising revenue

Over the first two months, Ha Nam Ninh Customs department has collected VND1,757 billion, meeting 27.03% of the assigned target.

According to the statistics, from the beginning of the year, about 1,000 enterprises have carried out procedures at customs branches under Ha Nam Ninh Customs department.

Of which, about 600, 200 and 200 businesses have implemented procedures at Ha Nam, Ninh Binh and Nam Dinh Customs Branches, respectively.

The local customs department processed 48,715,000 declarations with an import and export turnover of over US$2,563 million

The local customs department has requested its officers to implement the Government Resolution 01/NQ-CP and 02/NQ-CP, directions of the Prime Minister, Ministry of Finance, the General Department of Vietnam Customs and People's Committees of Ninh Binh, Nam Dinh and Ha Nam provinces.

At the same time, comply with tax and customs laws, and management policies related to import and export and transit activities of ministries and government agencies, aiming to create maximum favorable conditions for trade flows. Closely control operational processes before and after customs clearance, ensuring Covid-19 pandemic prevention and control.

In addition, the department has implemented Decision 3394/QD-TCHQ dated December 31, 2021 on the process of tax exemption, tax reduction, tax refund, non-tax collection, handling for overpaid tax, late payment interest and fines for imports and exports issued by the Director General of Vietnam Customs; and executed Decree 15/2022/ND-CP stipulating tax exemption and reduction policies under Resolution 43/2022/QH15 of the National Assembly on fiscal and monetary incentives to support the socio-economic recovery and development program.

Director of Ha Nam Ninh Customs Department Pham Hong Thanh said that the department has worked with enterprises to grasp their production and business situation to assess and develop plans for revenue collection.

Amid the complicated development of the Covid-19 pandemic, the department has requested managers of customs branches to regularly instruct customs procedures for enterprises and resolve problems for businesses.

According to Thanh, in the near future and in the second quarter, the department will closely monitor the fluctuations and factors causing increases and decreases in the state revenue.

The department will focus on controlling items with high tax rates and large turnover to assess revenues. In addition, the department will also check documents in customs clearance and execute plans on risk management for cases abusing declarations classified into the Green channel for imports and exports to evade taxes. The department will implement solutions to facilitate import and export activities and raise revenue.

The local customs department makes efforts to implement many breakthrough solutions and closely follow the direction of the General Department of Vietnam Customs in tax administration, local governments and coordination of local agencies. The department strengthens the self-review and inspection of tax refund, tax exemption and non-collection; prevents cases taking advantage of policies to evade taxes, promotes the reform of administrative procedures, and creates favorable conditions for enterprises in import and export activities.

The department promotes the tax administration to prevent revenue loss and reduces tax debt; collects sufficient taxes to the State budget; promptly removes shortcomings in tax administration; resolves problems related to tax policies for imports and exports, facilitates production and business activities.

It implements drastic measures to prevent revenue loss and checks tax codes, tax rate, customs value and C/O.

The Department also strengthens inspection and supervision during customs procedures to promptly administer customs control, meeting management requirements.
