Establishing post-clearance audit branch under Ha Nam Ninh Customs Department

VCN – In Ninh Binh province, Ha Nam Ninh Customs Department held a ceremony announcing the establishment of a Post clearance audit branch under Ha Nam Ninh Customs Department on March 20.

Participating in the ceremony were Deputy Director General of Vietnam Customs Luu Manh Tuong; Vice Chairman of People’s Committee of Ninh Binh Tran Song Tung together with representatives of departments and sectors in the area and business community.

A representative of Personnel and Organization Customs Department - General Department of Vietnam Customs announced Decision 59/QĐ-BTC of the Ministry of Finance dated January 19, 2021 on the rearrangement of Post clearance audit branches under Customs Department of provinces and cities.

Accordingly, the dissolution of post clearance audit branches under the customs department of Binh Dinh, Quang Ngai and Quang Tri; and establishing post clearance audit branches under Ha Nam Ninh Customs Department.

Speaking at the ceremony, Deputy Director General of Vietnam Customs Luu Manh Tuong emphasized that Ha Nam Ninh Customs Department was established and officially put into operation nearly 5 years ago, and performed the function of state management of customs in three provinces: Ninh Binh, Nam Dinh and Ha Nam.

Over the past years, Ha Nam Ninh Customs has made efforts and tried to reform administrative procedures, creating favorable conditions for import-export activities and business activities of enterprises, but at the same time ensuring efficiency of state management of customs in the locality.

With unceasing efforts, Ha Nam Ninh Customs has been highly appreciated by the authorities and the business community. In particular, in 2020, the unit has completed procedures for 1,635 enterprises with an import-export turnover of $16.3 billion, ranking ninth among 35 provincial customs departments, an increase of 5.2% compared to 2019. In which, the unit has completed procedures for 360,000 sets of declarations, ranked 8th among 35 provincial and municipal customs departments, increasing by 10% compared to 2019 and collected VND8,677 billion to the state budget, equaling 115.6% compared to estimated targets and 112.3% of striving targets.

According to Deputy Director General Luu Manh Tuong, in the context of an increasing number of import-export activities in the assigned area, along with increasing requirements for improving management efficiency, support to facilitate to the development of the business community, Ha Nam Ninh Customs has made many efforts to improve operational efficiency in many fields: administrative procedure reform, staff quality improvement, review and consolidation of the apparatus to suit the requirements of preparing for smart customs model.

With the aim of facilitating customs clearance but still ensuring management efficiency, Ha Nam Ninh Customs Department has actively coordinated with functional units of the General Department of Vietnam Customs to develop a scheme on "establishment of post-clearance audit under the Department" and submitted to the General Department of Vietnam Customs and the Ministry of Finance for approval.

Accordingly, in order to deploy and bring the Post Clearance Audit Branch into operation effectively, Deputy Director General Luu Manh Tuong suggested that Ha Nam Ninh Customs Department should stabilize the organization of the Post Clearance Audit Branch; assign qualified staff to work at the branch so that the branch can really bring into play its assigned tasks and become a united and strong team, meeting the requirements of tasks as stated in the establishment scheme. This was especially important when the post clearance audit force has played an increasingly important role in the modern customs management model.

At the same time, the Post Clearance Audit Branch (Ha Nam Ninh Customs) needed to strive to become a reliable companion of the business community in order to contribute to promoting administrative procedure reform, facilitating import-export activities and business activities of enterprises in three provinces; actively support and guide businesses to improve their compliance with the law.

At the ceremony, director of Ha Nam Ninh Customs Department Pham Hong Thanh accepted the task and promised to ensure the effective operation of the Post Clearance Audit Branch. At the same time, to guide enterprises to raise awareness of law compliance, facilitate import and export activities, prevent mistakes, collect tax arrears and fines to pay into the state budget. The unit would also stand side by side with businesses in the process of operation, production and customs procedures.

Also at the ceremony, on behalf of the leader of Ha Nam Ninh Customs Department, Mr. Pham Hong Thanh handed over the decision to transfer Mr. Than Van Sang, Deputy Director of the Office of Ha Nam Ninh Customs Department to hold the position of Deputy Manager of post clearance audit branch under Ha Nam Ninh Customs Department from March 18, 2021.
