Ha Nam Ninh Customs: accompanying businesses in the period of recovery and development

Accompany businesses for recovery

According to Ha Nam Ninh Customs Department, after the Covid-19 pandemic was brought under control, to quickly support enterprises with recovery, the unit has actively exchanged with enterprises to understand their production plans and solve problems and difficulties arising in customs clearance through dialogue conferences.

Thus, many enterprises highly appreciate the efforts and support of the Customs authorities to help them understand regulations, policies and laws and solve existing difficulties.

Mr. Pham Hong Thanh, Director of Ha Nam Ninh Customs Department, said after dialogue conferences, the department regularly keeps in contact with enterprises, grasps their situation and promptly solves problems to create favorable conditions for enterprises.

In addition, Ha Nam Ninh Customs also promotes support and companionship with enterprises to solve difficulties and problems in import and export activities in a timely fashion.

Solving problems arising at the conference is also a way to strengthen coordination among management agencies to provide timely and effective support for enterprises and shorten customs clearance time.

Since April, socio-economic activities in Ha Nam, Nam Dinh and Ninh Binh have recovered quickly, helping the unit's operations increase. As a result, since the beginning of the year, the unit has carried out procedures for 1,537 enterprises, recorded an import-export turnover of more than US$13.7 billion and contributed to the State budget as of the end of August 14 over VND4,123 billion after tax refund, reaching 63.43% of assigned targets, down 23.5% year-on-year.

A representative of Ha Nam Ninh Customs Department said, because customs branches are located outside the border gate, enterprises are mainly export processing, manufacturing enterprises that are eligible for tax exemptions and incentives, and import and export activities of these enterprises do not pay tax to the state budget and the number of import-export enterprises paying tax and high tax rate and making a large contribution to the State budget is not much.

In particular, due to the influence of the Covid-19 pandemic, in the first months of 2022, the production line of Thanh Cong Group stopped all activities for 39 days.

Currently, Thanh Cong Group maintains two shifts/day (in 2021, three shifts/day). Accordingly, the average tax payable to the state budget of Thanh Cong Group reaches VND334 billion/month, while in 2021 it was VND400 billion/month.

In addition, information collection, processing and risk management, post-customs clearance inspection have been done quite well, both facilitating customs clearance and identifying errors in customs declaration, preventing loss of revenue for the budget.

Challenges for the rest of the year

In addition to the achieved results, the leader of Ha Nam Ninh Customs Department also said that there are many challenges for the remaining months of 2022. Enterprises with large revenue such as Thanh Cong automobile, steel production enterprises, and Ha Nam fertilizer projects are also facing difficulties in raw materials and production components.

A representative of Happytex Garment Company said that the company has just resumed operations and still faces difficulties and challenges such as increasing the price of imported materials for export production, and high logistics costs. Thus, the company wishes to be supported by the Customs authority in solving problems related to import procedures for raw materials for export production, contributing to improving competitiveness, creating jobs for workers and overcoming difficulties of the Covid-19 pandemic.

To accompany enterprises, in the last months of the year, Mr. Pham Hong Thanh said the unit will offer solutions to facilitate import-export activities; attach importance to the implementation of the plan to develop digital customs, smart customs according to the policy of the General Department of Customs; continue to launch free customs declaration software to facilitate and reduce costs for enterprises in customs clearance procedures.

In particular, in the second half of the year, the unit will enhance the control of import and export activities and exploit revenues. In which, the unit will focus on monitoring fluctuations, factors that increase or decrease state budget revenue, pay attention to items with high tax rates and large turnover; strengthen the fight against smuggling, trade fraud, post-customs clearance inspection, and tax loss.

In the near future, Ha Nam Ninh Customs Department will continue to promote the application of information technology; modernize customs procedures; promote administrative reform in order to simplify import and export processes, documents and procedures, reduce the time for customs clearance.

In particular, the department will strengthen dialogue and exchange with enterprises to find solutions to remove difficulties for import and export activities, especially solutions to support and accompany enterprises to recover and develop after the pandemic.
