Ready to deploy

Directing the implementation of VASSCM at the airport of Tan Son Nhat International Airport, Director General Nguyen Van Can said that the General Department has issued a plan to pilot VASSCM at Tan Son Nhat International Airport. Preparations have initially been made, however, to draw experience from the implementation at Noi Bai International Airport, the General Department of Customs has completed the problems that have arisen, and up to now, 98% have been completed.

For good implementation, the General Department of Customs requires Tan Son Nhat International Airport's Customs Sub-Department to invite airlines, owners of bonded warehouse businesses and port operators to propagate, notify shipping companies, port warehouses and businesses.

In particular, the requirements of the legal basis regulated by the Customs Law to the circulars, decrees have specific provisions mandating the warehouse, port and port enterprises have the responsibility to implement.

Customs offices should propagate and explain to enterprises and airlines the implementation of VASSSCM in order to create more favorable conditions for export and import activities and more modern management. If airlines do not send the goods list before the time specified, the customs will not do procedures, not handle the goods into the warehouse... It is recommended that enterprises comply with regulations. Failure to do so will result in specific penalties.

Report on the implementation of VASSCM at Tan Son Nhat International Airport, Director of Customs Department of Tan Son Nhat International Airport Do Thanh Quang said that Tan Son Nhat International Airport Customs Office held a meeting with departments, units to immediately resolve difficulties, problems... so far has been preparing for a successful technical connection. At the same time, the unit has made a summary report of the business process to have a detailed plan; organize training for officials and staff; Warehouse, yard, port in the area, and airline businesses... The unit will complete the technical stage, ready to deploy VASSCM system.

Prepare to be thoughtful

Deputy Director of the Department of Information Technology and Customs Statistics Le Duc Thanh said that the deployment of VASSCM at the airport consists of two areas: receiving information through the E-manifest; Information exchanges between customs offices and airlines operating at Tan Son Nhat International Airport. At present, the business of warehousing and storage at Tan Son Nhat airport has built software and has carried out testing at the General Department of Customs.

For the information receiving section via the E-manifest, airlines authorize the storage business to send information to Customs. In fact, the warehouse business receive authorization when receiving the information from the airline and they just do the transition to the customs office. They also do not consider whether the information is standard or not, so it is very difficult for the Customs office to receive. At present, some airlines have sent the information directly to the customs office through the National Single Window. Any airline, if authorized, must inform the customs office, and avoid duplicating information sent to the customs office.

With the number of passengers and goods exported by air becoming increasingly more, for good management, the customs office must be managed in a modern manner and is expected to be officially launched on 15 November.

For the official implementation on schedule, Director General Nguyen Van Can directed that for the first week, Customs Sub-Department Tan Son Nhat International Airport are to conduct a test run before the official deployment. The Customs Information Technology and Statistics Department and the Department of Supervision and Management will arrange officials to coordinate with the Customs Office of Tan Son Nhat International Airport to immediately deal with arising problems. Airlines must be responsible for transferring the data to the customs office, if authorized by a third party to comply with regulations, on time, in the prescribed form. If the enterprise fails to send the correct information, the customs office must give instructions and reminders for the first two times, then, if the information is still sent incorrectly, the sanction must be handled.

The implementation of VASSCM will be managed from the beginning to the end, in the course of the goods, luggage is displayed in the system. Initial difficulties were software, now they have basically been processed, such as: Interconnected system with VNACCS system has been processed; Language software has also been handled appropriately.
