The development of the pilot scheme for the examination for the leadership titles at customs teams under customs branches and units under provincial and municipal customs departments is necessary and stems from the Party’s view and policies on the examination of leadership titles; at the same time to create conditions for talented civil servants with good ethical qualities, especially young civil servants who have good qualifications, to have the opportunity to develop and participate in leadership work and management at the local level.

This is the basis for the examination of leadership titles at the remaining levels in the Customs sector.

The goal of the scheme is to implement the pilot recruitment of civil servants who have good political and ethical qualities, qualifications in operational performance as well as management and administration, through examination to appoint leaders of the customs teams under the customs branches and units at some provincial and municipal customs departments.

The examination will motivate civil servants in provincial and municipal customs departments to strive, practice, study and participate in leadership work, management; create innovation in personnel work as a solution to improve the openness and transparency in the selection of civil servants to be appointed as leaders and managers.

The scheme also provides examination principles such as compliance with the regulations of the Central Government, the Ministry of Finance and the General Department of Vietnam Customs on personnel work in verification and selection of personnel and the organisation of examinations.

The pilot examination of leadership title recruitment at customs teams under customs branches must ensure fairness, openness, transparency and healthy competition.

The participants must meet standards, title standards and other conditions according to recruitment requirements.

The pilot will be implemented for 2020-2022.
