This is a successful continuation of the series of events "Post-Clearance Risk Management" organized by InterLOG in collaboration with the VISA throughout the country from the end of 2021 until now. These events also attracted the participation of more than 150 businesses and individuals who are leaders and managers of companies and have activities related to import and export.
Speaking at the workshop's opening, Deputy Director of Long An Customs Department Nguyen Van Khanh said that over the past time, Customs authorities have always accompanied and facilitated import-export activities of enterprises. Especially in the current difficult economic context, to continue to promptly remove difficulties for enterprises in the process of customs procedures in general and the type of processing, export production, export processing, etc, in particular, Long An Customs Department and other units coordinated to organize this workshop. Through the workshop, Customs authorities and experts will guide businesses to manage customs finalization reports effectively, avoiding errors leading to legal compliance.

Mr Le Thanh Ton, Deputy Commercial Director of International Logistics Joint Stock Company, said that the customs settlement report is a hot topic that is always interesting to businesses because of its importance and complexity in many stages, from the establishment of norms, management of raw materials and auxiliary materials, handling of scraps and waste products, etc. An incorrect implementation will affect compliance with the law and cause many great consequences affecting the efficiency of the business.
From the fact that manufacturing enterprises import raw materials into warehouses and export them to serve many different purposes: trading, processing, manufacturing for export, etc. Each finished product needs different kinds of raw materials and accessories. Different inputs, different amounts of ingredients. If you do not know how to manage raw materials, input and output quantities, inventory, etc., it will make it difficult for businesses to place new orders, delaying the production process. In addition, when reporting the customs finalization, enterprises may suffer losses in the tax payable due to the difference in data and unnecessary errors.
Presenting at the seminar, Mr Ho Van The, Head of Division of Operation, Long An Customs Department, noted that enterprises are imported raw materials, supplies, components and machinery for processing, manufacturing and exporting, export processing, though exempt from tax, are still subject to the management and monitoring of customs authorities and subject to final settlement reports; Excess raw materials and supplies, scrap and discarded products must be handled following the law; if the purpose of the use is changed, the customs authority must be notified; notice of outsourcing; notice of the storage location of raw materials, supplies, etc.
According to Mr The, there is no Customs agency to supervise, which easily causes subjective psychology for businesses directly. However, the Customs will carry out inspection, post-inspection, and strictly handle according to regulations. Between the import-export department and warehouse management, vehicle owners (trucks) have not coordinated well, leading to mistakes in management.

Assessing the importance of norm-setting in the customs report, Mr Phan Hai Trieu, Customs procedure consultant of InterLOG Company, said: "Controlling the data in the final settlement report is one of the most important tasks. In an extremely important stage, most errors arise from the ineffective management of raw materials. Besides, businesses often face difficulties in the process of working with customs. Therefore, improving management capacity and the behavioural relationship between businesses and customs needs to be done and promoted".
Also related to this work, Deputy Director of the Post-Clearance Audit Sub-Department, Long An Customs Department Nguyen Minh Phuc, said that in the process of implementation, businesses often encounter errors, common errors such as Failure to notify or incompletely notify the actual norm of the number of products produced on the customs system when reporting the final settlement by financial year. Or take raw materials and supplies to another facility for reprocessing other than the original location notified to the customs authority without notifying the managing customs authority. Storing goods at the wrong places that were not registered with the customs office. Handling scraps and waste products of the processing contract improperly, etc.
To overcome these errors, the Customs agency recommends that enterprises proactively capture information related to the legal basis for implementing customs procedures and discover the mistakes that enterprises often encounter during the actual inspection after customs clearance. Since then, business owners actively apply to the practical situation, minimize risks during operation, and strictly followed the rules so that when customs conduct post-inspection, they will also limit errors to the minimum.
