Lang Son Customs strengthens solutions to facilitate agricultural exports

Accordingly, Lang Son Customs Department has required border-gate customs units to arrange officers performing the customs process to create maximum conditions and carry out customs clearance within the same day for exported agricultural products.
The department has also asked the units to limit compensatory leave and leave for customs officers during peak times when Vietnam's agricultural exports are in the main season; assign officers to process procedures and supervise agricultural products exported across the border gate outside working hours, holidays and increase working time to clear exported agricultural products within the day.
Assign officers to promptly support and solve problems arising in customs processes; strengthen the exchange of information, closely coordinate with the quarantine agency to quickly carry out customs clearance procedures for agricultural products exported across the management area.
Arrange and allow vehicles carrying exported agricultural products that have completed customs clearance procedures to pass across the border gate soon.
Coordinate with warehouse operators at the border gate to arrange sites to create favorable conditions for agricultural products to be stored and preserved while waiting for export.
Coordinate with Border Guard and Police forces to regulate traffic for vehicles entering and exiting the border gate area to prevent congestion, maintain security and order, and avoid instability affecting export activities of enterprises.
Strengthen the exchange and update of information on customs procedures and goods policies of the Chinese side to promptly disseminate to agricultural exporters to promptly adjust production and business plans in line with the reality and minimize the damage.
Promote administrative reform, customs modernization, trade facilitation, and smooth operation of the e-customs clearance system in association with the implementation of a digital border gate platform to create maximum convenience for agricultural exports.
Lang Son Customs Department has required units to promote dissemination to agricultural exporters to use customs brokers certified by the General Department of Vietnam Customs to carry out customs procedures to avoid legal risks, and ensure professionalism and transparency.
Especially, the department has recommended the units suggest agricultural exporters closely contact and agree with their Chinese partners in the delivery and receipt of goods, shift from buying and selling goods through oral agreements to signing sale contracts, and opening official export declarations.
Carefully study China's regulations on hygiene, food safety, quarantine, packaging, packing specifications, labels, growing area codes, etc., to avoid the goods not being approved by the Chinese side and being forced to re-import into Vietnam, causing cost and time losses to the exporters.
To achieve maximum efficiency in the facilitation of agricultural exports across Lang Son province, avoid congestion at the border gate area, and prevent increasing costs for businesses, Director of the Lang Son Customs Department Nguyen Hong Linh said that the department requested the units to publicize administrative procedures in accordance with regulations, and apply IT to support enterprises in timely access and update customs and tax documents.
Lang Son Customs Department has also promoted political and ideological education, requested customs officers to strictly comply with the discipline and regulations of the Customs sector, strengthen internal inspection and supervision to prevent violations promptly; handle cases with negative acts affecting agricultural exports.
Lang Son Customs Department requested heads of units to strictly implement and promptly report arising problems beyond their competence for consideration and handling.
