Establishment of the National Steering Committee for the ASEAN Single Window and National Single Window
The Committee is chaired by the Deputy Prime Minister Vuong Dinh Hue as Chairman, the Minister of Finance as Deputy Chairman.
The list of commissioners includes the Deputy Ministers of Public Security, Industry and Trade, Transport, Planning and Investment, Science and Technology, Foreign Affairs, Agriculture and Rural Development, National Defence, Finance, Natural Resources and Environment, Information and Communications, Justice, Culture - Sports and Tourism, Construction, Health, Home Affairs; the Deputy Governor of the State Bank of Vietnam; the Deputy Chairman of the Office of the Government; the Director General of the General Department of Customs; and the Chairman of the Vietnam Chamber of Commerce and Industry.
The permanent office of the National Steering Committee will beset up at the General Department of Customs (Ministry of Finance).
The National Steering Committee is an interdisciplinary collaborative organizationwith the aim of helping the Prime Minister to direct, coordinate, guide, inspect and organize the ASEAN Single Window and National Single Windowunder the provisions of the Agreement and Protocol on the Construction and Implementation of the ASEAN Single Window; Implementationof synchronous measures to create favorable conditionsfor trading and exchanging of goods across borders.
The National Steering Committee is tasked to assist the Government and the Prime Minister to direct, administer,and coordinate the activities of Ministries, Ministerial-level agencies andother relevant agencies and organizations in the implementation of tasks: in developing and implementingthe ASEAN Single Window and National Single Window; and implementing synchronous measures to create favorable conditionsfor trading and exchanging of goods across borders.
Its other tasks are reviewing, researching, commenting on the amendment, supplement, abolishment or development of a new system of legal documents that is suitable for the requirements of deploying and operatingthe ASEAN Single Window, National Single Window and commitments in international treaties that Vietnam has signed and joined to facilitate trade and exchange of goods across the border before consulting the competent authorities to consider and operate.
At the same time, the Committee will approve under its competence or comment on the results of the construction and implementation of the ASEAN Single Window, National Single Window, and solutions to facilitate the exchange of goods across bordersreported by the Permanent Office of the National Steering Committee and the related agencies and organizations, before reporting to the Prime Minister for consideration and approval.
In addition, the National Steering Committee is responsible for proposing the appointment of a representative of Vietnam to participate in the Steering Committee of ASEAN, the ASEAN Working Groups on the ASEAN Single Window and the Groupsworking on request of the deployment of international treaties that Vietnam has signed and joined that are related to facilitate trading and exchanging of goods across borders; guiding, inspecting and supervising the implementation of the ASEAN Single Window, National Single Window and solutions for facilitating trade and exchange of goods across borders.
