Enhance the capacity of transporting import-export goods by rail

VCN – On April 7, the General Department of Vietnam Customs held a meeting to discuss enhancing the capacity of transporting import-export goods by rail.

Attending a meeting, there were representatives of the Customs Control and Supervision Department; Bac Ninh Customs Department, Hanoi Customs Department; Vietnam Railway Authority, Vietnam Railways together with representatives of Taipei Economic and Cultural Office and Taipei enterprises.

At the meeting, the Customs authority, Vietnam Railway Authority and Vietnam Railways listened to the suggestions of Taipei Economic and Cultural Office and Taipei enterprises relating to transportation and logistics.

Accordingly, the enterprises made suggestions on strengthening investment in equipment for the operation of loading goods such as truck cranes, and forklift trucks; research and suggested solutions to speed up the processing containers at Yen Vien terminal (Hanoi).

At the same time, proposing solutions to increase the efficiency of railway exploitation in transporting export and import goods, such as opening more points of importation in Bac Ninh and Bac Giang to lighten the load on Yen Vien station.

Businesses also proposed to set up places of gathering goods, customs inspection and supervision locations for export and import goods at railway stations in Bac Ninh, Bac Giang, Ha Nam and Hai Phong. For example, investment in facilities and infrastructure for transport operations at these stations.

Regarding the proposals of businesses, Deputy Director of Vietnam Railways Authority Phan Quoc Anh said that in 2021, about 1.3 million tons of export goods were transported by rail and 350,000 tons of import and export goods were transported on this route in the first quarter of 2022.

Compared to the same period in 2021, the volume of goods imported and exported from Dong Dang-Pingxiang station increased by 201%.

The enhancement of equipment such as truck cranes and forklifts at Yen Vien station to speed up the process of handling and exploiting containers in Hanoi. The yard of ITL Group (Indo Trans Logistics) has an area of ​​​​about 17,000 m2, the loading capacity of the yard is about 1,000 containers, divided into two international import and export cargo areas and domestic cargo yards.

Currently, the yard has been socialized and the operating unit is ITL, which regularly arranged two container crane trucks, and when the demand for goods increases, it can arrange the trucks from other places to meet the demand for loading goods at the yard.

“Regarding the consideration for supplementing customs declaration activities at Kep station (Bac Giang), currently, Vietnam Railway Authority has sent a document to the Ministry of Transport to request to supplement Kep station to become an international intermodal terminal. On the basis of being recognized as an international transit station, Bac Ninh Customs Department will arrange a department to handle customs procedures," Mr. Phan Quoc Anh said.

Regarding the exchange of businesses, Director of the Customs Control and Supervision Department (General Department of Vietnam Customs) Au Anh Tuan said that, in order to solve the proposals of businesses, the Customs authority would continue to work with the Vietnam Railways Authority and the Vietnam Railway Corporation to find solutions.

“In the short term, to reduce the load at Yen Vien station, it is recommended that businesses should learn and study the Customs Law to carry out customs procedures correctly at the areas where businesses are stationed. Customs authorities always create favorable conditions for businesses to complete customs procedures as quickly as possible, helping businesses reduce costs," Mr. Au Anh Tuan said.
