Obstacles removed in a timely fashion

Recently, Vietnam Association of Seafood Exporters and Producers on behalf of seafood exporters sent a farewell letter to the General Department of Customs for supporting and quickly solving problems of seafood exporters in particular and export processing and manufacturing enterprises in general on provisions of registration and use of foreign barcodeson packages of exported seafood consignments. The removal of the above-mentioned obstacles in Document No. 2324 / TCHQ-GSQL of April 14, 2020 of the General Department of Customs has helped businesses reduce extremely complicated and cumbersome regulations which take time, efforts and money for export goods and create favorable conditions for businesses to clear export shipments in the current context.

It can be seen that removal of obstacles for enterprises in import and export activities is a content that the Customs sector has been implementing to promote trade activities. In fact, this is also a democratic activity in relations and settlement with citizens, agencies, units and organizations involved in the Customs sector.

Continuing the objective of customs reform and modernization

According to the General Department of Customs, the Party Committee and the leaders of the General Department of Customs always attach importance to the implementation of democratic regulations in customs operations associated with strengthening "Customs reform and modernization" in many forms to ensure the timely release of relevant information to organizations, individuals and enterprises from focusing on completing customs mechanisms, policies and laws, developing legal documents in a synchronous and transparent manner, complying with the policy on administrative reform in accordance with free trade agreements and trade facilitation agreements; to enhancing the synchronous implementation of administrative reform solutions between customs agencies and individuals and organizations, between customs agencies and relevant administrative agencies and within the customs sector.

The General Department of Customs has frequently reformed the organizational structure, built and improved the quality of human resources; reformed public administration; modernized the administrative foundation, andfurther promoted the application of information technology and modern management methods. Thereby, meeting the main objective of modernization, improvement of management efficiency and quick clearance of goods across borders.

Through frequent implementation of posting and publicizing administrative procedures at customs checkpoints and addressesreflects and recommendations on administrative procedures; publicizing on Customs Newspaper andinternal website of Customs sector or dissemination at dialogue conferences with the business community, people understand, implement and supervise the performance ofcivil servants in carrying out customs procedures.

To hold regular business dialogues or private dialogues with specialized businesses to promptly remove and respond to the enterprises' feedback and recommendations on regulations and implementation of administrative procedures or proposing competent authorities to solve problems related to customs mechanisms, policies and procedures.

To regularly review, systematize and standardize public services in the field of customs; organize cooperation activities with business associations to consult on customs laws and policies on transit, customs guarantee, tax exemption, compliance criteria and solve problems on e-manifest and commodity classification. Thereby expressing the candor and inquiry of the Customs, promptly receiving and handling problems and removing difficulties for enterprises, as well as making appropriate adjustments in the process of launching new customs regulations and policies.

In addition, the strong application of information technology in administrative procedures has metobjectives in Resolution 36a / NQ-CP on e-Government, such as: speeding up the electronic import and export tax payment through connection with information technology systems of commercial banks and State Treasuries; providing online public services for key procedures (such as customs clearance, collection of import and export taxes, permission for receipt and processing of documents, payment of taxes, fees, charges and return of results of customs clearance online). Thereby, contributing to facilitating trade activities, increasing transparency, reducing time, saving costs and improving the competitiveness of Vietnamese enterprises. At the same time, improving the capacity of state management of Customs and realizing the goals of the Vietnam Customs Development Strategy to 2020.

Through the implementation of grassroots- democracy, civil servants understand and contribute opinions, and monitor activities of agencies, units and heads, which has made a positive change in awareness in the fight with negative manifestations, corruption and waste.

Thereby, each civil servant will raise their awareness of strictly observing internal rules and working regulations; take self-responsibility under the law and the head of the unit for their performance; proactively promote the ownership, creativity and actively participate in building a clean and strong unit to meet the requirements of customs development and modernization.

The business community has recognized and appreciated the achievements of the Customs sector, especially in the implementation of electronic customs procedures, administrative procedure reform and customs modernization and trade facilitation. In addition, the development of Customs-Business partnership has actively contributed to supporting businesses’ developmentand creating a transparent and equal business environment.
