Vietnam Customs overhauls customs valuation management
Accordingly, the action plan for the implementation of the Project consists of five parts. The General Department of Vietnam Customs requires units to implement tasks as assigned based on the content of the plan, to specify tasks into solutions, projects, jobs, and output results, and to be responsible for the results and progress of completion.
Specifically, in the part of building a system of documents, the General Department of Vietnam Customs sets a goal of drafting an amended and supplemented Customs Law in accordance with the National Assembly's law-making program; promulgating operational procedures for Customs Valuation after the amended and supplemented Law on Customs is enacted and other legal documents for the implementation of the Customs Law are issued.

Regarding the requirement to improve training and the organization of officials for Customs Valuation, the General Department of Vietnam Customs will develop criteria for using officials working in customs valuation based on a report assessing human resources for customs valuation, seeking opinions from relevant units.
In relation to the database and information serving the management of customs valuation, a plan will be developed and implemented to connect and collect information related to customs valuation management from units within the Finance sector (domestic price information, insurance, bank payments); build and implement a mechanism for exchanging price declaration information with specialized management agencies to serve customs valuation management; handle errors of the GTT02 system; build a customs valuation management component within the framework of building the IT system for implementing digital customs - a component in customs clearance.
The General Department of Vietnam Customs will also issue a set of criteria for building a list of goods at risk of value, a list of enterprises at risk of value; strengthen supervision and inspection of the implementation of customs inspection and valuation in cargo clearance; and organize training on customs valuation inspection in clearance.
In addition, post-clearance audits will be strengthened within 60 days for customs declarations belonging to the List of Value Risk but classified as Green channel by the system; post-clearance audits on customs valuation will be strengthened to assess law compliance; conduct consultations before declaration on customs valuation; customs declarations will be classified and customs valuation inspections will be carried out in accordance with the principles of digital customs and smart customs.
Notably, the General Department of Vietnam Customs will continue to maintain a mechanism for direct dialogue between customs authorities and enterprises and other stakeholders to identify the content to be implemented, organize dialogues, and provide support.
