These are the directions of the Deputy Prime Minister Truong Hoa Binh, Head of 138/CP Steering Committee 138 / CP and 389 National Steering Committee at the online National Conference to summarize the performance in 2017 and to deploy tasks in 2018 for the Steering Committee

Mr. Truong Hoa Binh stressed that besides the achievements, the prevention and combat against crimes, smuggling, trade frauds and counterfeit goods still reveal some inadequacies and shortcomings. Notably, the implementation of resolutions, directives and orders of upper level in some agencies and localities were formal and not serious; the localities did not take initiative in coordination to provide information and to implement.

The Deputy Prime Minister pointed out that organized crimes, corporate crimes, high-tech crimes, economic crimes, corruption and smuggling were still complex. In some places, some times crimes were performed blatantly, causing strong public opinion. The detection and treatment of corruption in some localities was still restricted.

Smuggling, trade frauds and transportation of banned goods and production of counterfeit goods are still occurring on a large scale, with sophisticated tricks and associated with corruption, leading to budget deficits and loss of natural resources and badly affecting the business and investment environment and international integration. Counterfeit goods, poor quality goods, unknown origin goods of many types, such as pharmaceuticals, fertilizers, tobacco, and wine sold publicly, especially many goods that directly affect people’s health. Many cases have made people angry, such as VN Pharma, Khai Silk and illegal gas extraction.

In order to fundamentally change prevention and combat crimes, smuggling, trade fraud and counterfeit in 2018, the Deputy Prime Minister Truong Hoa Binh requested the ministries, sectors and localities to identify the task of prevention and combat against crimes, smuggling, trade fraud and counterfeit as an important and frequent political task; to resolutely not to allow the "restricted area" in this work. Especially, the anti-corruption must be determined and persistent. Mechanisms of prevention, deterrence and punishment for corruptions must be urgently developed, warn and punish corruption crimes. Besides, the prevention and detection of crimes should be linked together.

The ministries, sectors and localities shall coordinate with the Ministry of Justice and relevant agencies to develop laws, ensure the quality and progress of the documents assigned to assume the prime responsibility for development. At the same time, under their functions and tasks, they must propose suggestions to amend and supplement legal documents to overcome loopholes and inadequacies in State management, such as amending the Law on drug prevention and Law on handling administrative violations.

In the immediate future, continuing to take all efforts to implement well during the Peak Period to fight against crimes; smuggling, trade frauds and counterfeits during the Lunar New Year 2018, which have been published by the Steering Committee, for ensuring social order and safety and peaceful life for the people.

Detecting, replicating typical and advanced models, rewarding good people, good cases in prevention and combat against crimes, smuggling, trade fraud and counterfeits in a timely fashion. Strengthening the role of society in monitoring, coordinating and evaluating the situation, thereby building and strengthening the people's trust in this work.

The Ministry of Finance shall direct the Customs and Tax authorities to continue accelerating the administrative reform, facilitating people and enterprises in production and business but ensuring strict management and not letting offenders abuse loopholes to smuggle and evade tax; strictly handling acts of tax fraud and appropriation from the state budget; and taking measures to collect fully and promptly to the budget in order to prevent the loss of revenue.

In 2017, competent authorities have detected and handled 225,824 violations, up by 1.15%, paid to the State budget over VND 23,100 billion (from administrative fines, sales of confiscated goods, tax examination, inspection and arrears), up by 7.17%, prosecuted 1,637 cases, up by 4.87%, and prosecuted 2,118 offenders, up by 13.69% compared to 2016.
