Declarations of red channel and yellow channel of Hai Phong border Customs still above 80 percent

VCN –The rate of declarations in the red channel (conducting physical inspection of goods) and yellow channel (conducting physical inspection for customs dossier) at four customs branches under Hai Phong Customs Department still accounted high proportion up to 85 percent and have tended to increase in recent months.

According to Hai Phong Customs Department, in October, the total amount of declarations was 161,065 papers. In particular, import declarations accounted 93,500 papers and export declarations67,565 papers.

The Customs Branch with the highest number of declarations was the Investment and Processing Customs Department with 36,777 declarations, while the Customs Branch with the smallest number of declarations was the Hai Phong port area 1 Customs Customs Branch with 4,428 declarations.

Among the port Customs Branch, the Hai Phong port area 3 Customs Customs Branch had the most declaration of 12,652 papers and the least was the Hai Phong port area 1 Customs Customs Branch as mentioned above.

Among the border gate customs branch, the Investment and Processing Customs Department had the largest number of declarations; while Thai Binh Customs Branch had the least number of declaration with 8,881 papers.

In October, the rate of classification of customs declarations at Hai Phong Customs Department was structured as: green channel 49.8 percent , yellow channel 45.3 percent and red channel 4.9 percent.

However, at four Customs Branches at seaport border gates (Hai Phong port area 1 Customs Branch, Hai Phong port area 2 Customs Branch, Hai Phong port area 3Customs Branch and the Dinh Vu portCustoms Branch), the proportion was heavily in favour of declarations of red and yellow channel.

Specifically, the rate of classifying declaration of the above branches was: green channel was 15.1 percent,yellow channel 73.6 percent and red channel 11.3 percent.

With the ratio of yellow and red channel at border gate customs branches increasing up to nearly 85 percent (equivalent to 24,043 declarations), there was still great pressure to reduce clearance time at border gates and pressure of work for customs officials of the units.

A significant proportion of yellow and red channel declarations at the border gate Customs Branch of Hai Phong fell into imported goods under the specialised management and inspection of ministries and branches.

This situation in Hai Phong Customs has been going on for a long time but there is no sign of remission. For example, in August, the rate of red channel and yellow channel in the four branches was 82 percent; and increasing to 83 percent in September.

Meanwhile, the Customs Branches outside the border gate (Investment and Processing Customs Department, Export Processing Zone Customs Branches, Industrial Park Customs Branches, Hai Duong Customs Branch, Hung Yen Customs Branch, Thai Binh Customs Branch) the rate of red channel was only 3.5 percent, while green channel was 57.2 percent; yellow channel was 39.3 percent.
