Da Nang Customs renovates business support activities

VCN - Closely following the actual situation of import and export activities in the area, Da Nang Customs Department regularly innovates and supplements business support activities. Among them is the Pilot Program to support and encourage businesses to participate in export and import activities in Da Nang city.

Trusted destination for enterprises

The pilot program started at the beginning of April 2024 and is expected to end at the end of 2024. The goal of the program is to continue to build trust and a reliable destination for businesses participating in import and export activities in the city.

In addition to enjoying support policies and creating favorable conditions following legal regulations; businesses are also supported by Da Nang Customs Department with information on new policies and regulations; organize consultations, support to improve customs procedures, overcome errors, and minimize risks and violations of customs laws.

Deputy Director of Da Nang Customs Department, Permanent Deputy Head of the Steering Committee for Program Implementation Bui Tuan Hai said that the Program is a breakthrough in the development of customs-business partnership activities, and is also a practical action for the commitment to implement the six transformations of Da Nang Customs Department with the business community in 2024 including approach method; expand the scope and composition of participants; methods of organizing activities; content of organizing partnership; digital transformation; methods of monitoring, evaluating the results of implementing the partnership. Thereby, creating motivation to encourage and attract businesses operating in export and import of goods, promoting the development of import and export activities in the city.

To deploy the program specifically, Head of Customs Supervision and Control Department (Da Nang Customs Department) Cao Van Nhan said that Da Nang Customs Department has issued the program content, program implementation plan and an official dispatch guiding the implementation of the plan. Accordingly, the contents of supporting businesses are guided in detail from the implementation methods, support methods, and the regime of inspection and supervision, to periodic and sudden reports on the process of implementing the program...

“At the affiliated units under the Department, they also build a specific program to implement plan according to the specific situation of each unit, the field of responsibility, and management area, closely following the program issued by Da Nang Customs Department”, Mr. Cao Van Nhan said.

As one of the first eight businesses to participate in the program, Mr. Le Hoang Khanh Nhut, General Director of Da Nang Rubber Company, said that in the past time, the Customs authority has always proactively supported resolve administrative procedures flexibly, helping businesses clear goods and materials as planned. With the promotion of exports in the near future, quick cargo clearance is extremely important. Mr. Le Hoang Khanh Nhut highly appreciates the pilot program of supporting and encouraging businesses to participate in export and import activities in Da Nang city of Da Nang Customs Department and hopes that shortly the program will continue to be expanded in scale, many businesses will be accessed.

Supporting enterprises before, during and post-clearance

So far, Da Nang Customs Department has signed a memorandum of understanding and recognized 8 businesses as members of the Program. Support activities are deployed as soon as businesses sign the memorandum of understanding to participate in the Program. Da Nang Customs Department has supported to resolve difficulties for businesses participating in the Program right in the process of performing customs procedures such as consulting on import procedures for components to manufacture electric vehicles, consulting prices, verifying C/O, changing the purpose of use of imported goods of type A41.

According to Mr. Cao Van Nhan, the support activities have been and are being implemented by Da Nang Customs Department specifically following the customs procedure. For example, arranging specialized civil servants to guide before performing customs procedures as follows: customs procedure sequence; import-export goods management policy; import-export goods duty policy; classification of goods; customs valuation declaration; certificate of origin (C/O) and other matters related to customs procedures.

In the process of carrying out customs procedures, support activities will include arranging a team of specialized civil servants to receive and resolve customs procedures, check customs records and/or conduct physical inspection of goods (if the system channelize to inspection); receive and immediately resolve any difficulties or problems arising within the competence of Da Nang Customs Department or Customs Branch; arrange civil servants to work outside of working hours, holidays, festivals to handle customs procedures at the request of members; at the same time provide information related to customs clearance.

For the post-clearance stage, the customs authority will support: warning errors and omissions within 60 days from the time of clearance of import and export goods so that members can promptly rectify, adjust and supplement according to regulations of the law; guide enterprises to self-check the dossiers that have completed customs procedures according to regulations. Information, training, and guidance on new customs policies and regulations; organize consultations, dialogues, and support businesses. In addition, coordinate and recommend competent agencies and units to support resolving difficulties and obstacles, creating favorable conditions for enterprises in the process of performing customs procedures. Applied to 100% of administrative procedures that have been published on the online public service delivery system of the General Department of Vietnam Customs; support to troubleshoot system, declaration software...

Mr. Cao Van Nhan said that after the initial deployment period, businesses have expressed their support for the Program, expressing their gratitude for the support and companionship of Da Nang Customs Department in import and export activities in the city. Businesses also hope that through communication, many businesses will know the benefits of participating in the Program and express their desire to participate more.
