Customs will strictly control goods transited and temporarily imported for re-export to Cambodia

Accordingly, the Customs agency will strengthen the control acts of transiting and temporarily importing for re-export of a number of key commodities from Vietnam to Cambodia, to promptly detect the abuse of incentive policies for these commodities that implement trade frauds, smuggling and transportation of banned goods and goods infringing intellectual property rights into Vietnam; prevent the act of partly withdrawing goods transited and temporarily imported for re-export to be consumed in Vietnam.
Detecting loopholes in legal policies, the Customs unit shall promptly propose amendments and supplements in line with the reality of Customs procedures and management. Accordingly, getting experience in the Customs inspection and supervision for the regime of transit and temporary import for re-export and other import/export regimes.
Through the plan, the Customs authority expects to further improve its role and position in international cooperation on the control and prevention of smuggling, and implementing the commitments signed between Vietnam and Cambodia Customs in anti-smuggling and trade fraud. Thereby, affirming the responsibilities, attitudes and goodwill of Vietnam Customs in this cooperation with Cambodia Customs.
According to the General Department of Vietnam Customs, during the deployment of the plan, the relevant agencies should absolutely comply with the provisions of law and the decisions on assignment and direction of the General Department of Vietnam Customs; simultaneously and uniformly take specialized measures on Customs control as prescribed.
The coordination in supervision and control will be strictly and continuously implemented for goods which are transited and temporarily imported for re-export and carry out Customs procedures at border-gate Customs branches in the South where goods are transported from Vietnam to Cambodia, and between border-gate Customs branches at the departure places with the Anti-smuggling and Investigation Department and Customs branches at the Vietnam-Cambodia border.
At the same time, in the plan, the General Department of Vietnam Customs also requested to promote the exchange and sharing of control information and intelligence with the Cambodian Customs for analysis, verification of cases and businesses with signs of violation, to promptly arrest and handle violations.

In the plan, the General Department of Vietnam Customs has also specified the implementation contents and responsibilities of relevant units.
According to the General Department of Vietnam Customs, in 2018, the smuggling and trade frauds related to the regime of transit, temporary import from export from Vietnam to Cambodia have taken place sophisticatedly, there have been lines of transnational crimes abusing policies by transporting contraband in the transit regime from Vietnam to Cambodia or a third country.
The General Department of Vietnam Customs assessed that this situation has made an impact on both Vietnam and Cambodia.
