Connect specialized inspection information to shorten the clearance times

According to HCM City Customs Department, during the implementation of regulations in coordination with other units, due to lack of electronic network sharing information, Customs Branches at borders and specialized inspection agencies, the results of tracking imported and exported shipments have been limited. For example, when registering specialized inspections, enterprises declared procedures at a border gate Customs Branch, but in fact the procedures were processed at other Customs Branches or other provinces or other cities due to the transferring gate. Thus, when problems arose relating to the shipment, the result of handling violations were not sent to the specialized inspection agencies, which caused problems for authorized agencies to solve.
In some cases, the time of specialized inspections and notification of test results was extended improperly, causing troubles for monitoring and management of authorized agencies. Currently, there are a large number of goods waiting for specialized inspections over 30 days, but no test results. In order to overcome the limitations mentioned above, together with the cooperation of specialized inspection agencies, HCM City Customs Department has built a portal of specialized inspections connecting specialized inspection agencies, Customs authorities, Tan Cang Saigon port and import-export enterprises to put into pilot implementation at Cat Lai port from June, 2016, at Tan Son Nhat international airport - Express service from July 12, 2016 and extend to other Customs Branches under HCM City Customs Department. After implementation of the pilot scheme, there are now hundreds of companies successfully registering their accounts, completing dozens of customs declarations on the portal of specialized inspection.
According to Mrs. Duong Thi My Hanh, deputy team leader of Customs entry luggage procedure team, Saigon port Customs Branch I, after the pilot period, the portal of specialized inspections has facilitated agencies and enterprises to participate in transparently exchanging information about sampling, transferring goods for preservation, updating the results of specialized inspections and the clearance of goods.
According to Deputy Director of HCM City Customs Department, Mr. Dinh Ngoc Thang, the implementation of the portal of specialized inspections will help enterprises and Customs authorities as well as specialized inspection agencies update information related to shipments subject to specialized inspection from the moment they arrive for Customs clearance, which the National Single Window portal has not met. Through the portal of specialized inspection, the parties will coordinate to exchange information in order to ensure compliance with the law of specialized inspection, which reduces the clearance time of goods and monitors the legal compliance of enterprises. In particular, the units will strengthen the coordination for overdue cases without legitimate reasons. This scheme will also promote faster Customs clearance with less charges by connecting with Tan Cang Corporation in transferring shipments for specialized inspection to convenient places for sampling.

Therefore, the Customs Branches under HCM City Customs Department need to coordinate with agencies and businesses in the field of specialized inspection to comply with the provisions in the Customs procedures. Also, authorized agencies are responsible for promoting and disseminating information to the business community in order to successfully implement the commitment of reducing Customs clearance time among HCM City Customs Department, HCM Provincial People's Committee, General Department of Vietnam Customs and the Ministry of Finance.
