Conducting physical inspection if detecting shipment of goods in transit showing signs of banned goods

Specifically, relating to conducting physical inspections for goods in transit, the General Department of Vietnam Customs requested provincial Customs Departments to direct customs branches on the border to analyse information of goods in transit, detect shipments showing signs of concealing banned goods, goods in transit without required licenses, goods infringing intellectual property, goods failing to declare and conduct physical inspection (rate of 100%) as well as handling violations (if any).
If the result of cargo inspection is correct compared to declaration or after handling the violation (if any) and the goods are continued to be transported, the border-gate customs branch shall apply the electronic seal to transport goods to the export border gate.
The Customs Branch of the export border gate would carry out the inspection of electronic seal and allow the export in case the goods still have an intact seal. In case the seal is broken, the physical inspection (rate of 100%) and handling of violations would be carried out. Goods would be allowed to be exported when the physical inspection and handling had been carried out.
For goods in transit and temporary import and re-export transported by train, the freight wagons must meet the conditions of customs seal, supervision and seal affixing of the customs authority; customs branches where the carriage is transported should attach the electronic positioning seal to the freight wagon.
Provincial customs branches based on actual needs to transfer electronic seals in order to meet supervision requirements, in case electronic seals have been depleted, customs seals and seals would be used in accordance with regulations.
