A representative of the Customs IT and Statistics Department introduced the basic and important contents relating to the process of drafting the Decision at the meeting of the Drafting Team on April 19, 2017.

In order to continue to complete the draft Decision before submitting to the competent authorities for signing, on April 19, 2017, in Hanoi, the General Department of Customs held a meeting of the Drafting Team with the participation of representatives of many relevant ministries and sectors such as: Public Security, Health, and Transportation.

According to a representative of the Customs IT and Statistics Department (General Department of Customs), the important target set out in the process of building the Decision is the unified regulation on declaration dossiers; the simplification of declaration method; the issue of regulations in line with international practices applicable to aviation procedures.

As updated the General Department of Customs - the Standing Agency of the National Steering Committee on ASEAN Single Window and NSW and Trade Facilitation by the end of March 2017 there were 11 connected ministries and sectors, 37 administrative procedures connected to the NSW Portal with more than 290,000 administrative records and 10, 0000 enterprises.

The representatives of the Customs IT and Statistics Department added that regarding the process of drafting the Decision, the General Department of Customs has had many direct meetings with representatives of airlines and organized two workshops to consult business community; concurrently, building the first draft to consult relevant ministries and sectors.

At this meeting, the members of the Drafting Team focused on discussing and agreeing on some issues which have different opinions relating to the declaration form and document submission; the deadline for declaration and dossier settlement of specialized state management agencies at airports; declared documents in the dossiers for exit, entry and transit procedures

Relating to the implementation of the Aviation NSW, from January 1, 2017, the Hanoi Customs Department started to pilot the electronic receipt of information on commodities from Vietnam Airlines through NSW. From February 14, 2017, the Customs Authority began to receive all information on flight schedule from the Noi Bai International Airport to forward to the NSW Portal.

According to recent information from the Hanoi Customs Department, in the first phase of pilot deployment of IT system of the Aviation NSW, information on commodities have been automatically sent to the NSW Portal via email. The Customs Authority has received a list of flight schedules and flight information (sent by the port enterprises).

Together with deployment and overcoming problems in the recent times, the Hanoi Customs Department is making preparations to expand the pilot implementation of Aviation NSW at Noi Bai.

On April 5, 2017, the Deputy Minister of Finance Vu Thi Mai signed Decision No. 631/QD-BTC on establishing the Drafting Team of Decision of the Prime Minister on electronic procedures for exit, entry and transit aircraft through NSW.

The Drafting Team includes 29 members of which Deputy Director General of Customs Nguyen Cong Binh is the Team Leader, other members come from relevant ministries and sectors: Finance, Public Security, Agriculture and Rural Development; Transportation and Health.
