Complete digital border gate model for pilot application at Mong Cai International Border Gate

The working session was participated by representative of Mong Cai International Border Gate, Mong Cai International Border Guard Station, Mong Cai Animal Quarantine Station, Viet Trung Road Transit Management Station, and Tan Dai Duong Joint Stock Company.

At the working session, Deputy Director of Quang Ninh Customs Department Bui Ngoc Loi said that the draft digital border gate model for pilot application at Mong Cai International Border Gate (Bac Luan Bridge II) will be implemented in two phases.

In phase 1 (2023-2025), means of transport carrying imports and exports to the border gate are allowed to declare on the digital border gate software system (the system will receive the declared information of customs declarant).

All declared information will be sent to the law enforcement forces, port operators for task performance.

The Customs will confirm that the imports and exports are eligible to pass across customs control area after the enforcement forces have completed the work.

The digital border gate software connects and shares information with other competent agencies at the border gate, helping business only make declaration once and customs officer perform one in customs process for imports and exports, and means of transport on entry and exit.

In phase 2 (from 2025), the model will be connected and completed in line with the direction of the General Department of Vietnam Customs towards equipping modern system such as electronic barriers, electronic scales, identification camera at border gate area to support the processing customs procedures for imports, exports, and vehicles on the fastest and most convenient manner.

The draft digital border gate model is based on research results and practical surveys, experience and overcoming shortcomings of the digital border gate platform applied to Lang Son province, and the policy of the Custom industry on building the Digital border and smart border models. Quang Ninh Customs Department has built the Draft digital border gate model for pilot application at Mong Cai International Border Gate.

At the working session, representatives of forces agreed with the draft digital border gate model for pilot application at Mong Cai International Border Gate.

After the working session, the department continued to review and reported to the General Department of Vietnam Customs for direction before reporting to the Provincial People's Committee for implementation.

Earlier, the People's Committee of Quang Ninh province issued a document implementing the digital border gate platform.

Accordingly, the People's Committee of Quang Ninh province assigned the Quang Ninh Customs Department to be the focal unit to preside and coordinate with relevant agencies and units and departments under the General Department of Vietnam Customs; to report the country’s top customs regulator to execute the digital border gate model in Quang Ninh province under the roadmap; to promptly advise and propose to the Provincial People's Committee and Chairman of the Provincial People's Committee to consider contents beyond their authority.

The People's Committee of Quang Ninh province also requested the Department of Information and Communications, Department of Industry and Trade, Department of Health, Department of Science and Technology, Police, Border Guard Command, Tax Department and localities of Mong Cai, Hai Ha and Binh Lieu, to closely with Quang Ninh Customs Department in implementing the digital border gate model in the province.
