Can Tho Customs: Preventing State losses and handling tax debts

In 2017, the Can Tho Customs Department has been assigned to collect revenues of 3,260 billion vnd, an increase of 76.80% compared to the performance in 2016. In order to accomplish the task of the budget collection as well as preventing State losses and handling tax arrears, the Can Tho Customs Department has strived to collect more than 271 billion vnd each month since the beginning of 2017. In particular, Customs revenues in Can Tho City are expected to reach more than 111 billion vnd per month (equivalent to 1.335 billion vnd for the whole year) and Customs revenues in Vinh Long are expected to reach 81 billion vnd per month (equivalent to 975 billion vnd for the whole year) and Customs revenues in Soc Trang province are expected to reach 79 billion vnd per month (equivalent to 950 billion vnd for the whole year).

However, the collection of Customs revenues of the Can Tho Customs Department in the first quarter of 2017 has still faced many difficulties. By the end of 31st March 2017, the total revenues of the Can Tho Customs Department had reached 499.5 billion vnd, equivalent to 15.3% of the assigned budget, a decrease of nearly 22% compared to the same period in 2016.

The Can Tho Customs Department said that Customs revenues in the first quarter of 2017 decreased because it was not the peak quarter with a large number of imported equipment of investment projects in the province. Therefore, there has not been a collection with large revenues. In addition, Customs revenues from petroleum in the province continue to face many difficulties due to obstacles and shortcomings of the Vietnam National Petroleum Corporation related to the C / O form KV when importing goods from the bonded warehouse in Van Phong (Khanh Hoa).

In order to accomplish the assigned targets, the Can Tho Customs Department has assigned each Customs Branch to perform specific tasks. Accordingly, each Customs Branch must build revenue plans monthly, quarterly to monitor the budget revenues and work with businesses with large revenues to remove difficulties and obstacles to nurture revenue sources and exploit new revenue sources.

In addition, subordinate units in the Can Tho Customs Department must also actively contact relevant departments to interpret the number of enterprises engaged in import-export business and import turnover in 2017 as a basis for mobilization and exploitation. Also, the Can Tho Customs Department should continue reviewing the investment projects and timely supporting enterprises in performing procedures on imports and exports, raising revenues. Promoting the propaganda, supporting enterprises, solving problems in a timely fashion. Organizing the collection of budget quickly, accurately and coordinating with the State Treasury and commercial banks to ensure the appropriate collection, full collection, timely submission of the State budget. The working team in Customs Branches must accelerate the collection of tax arrears and coordinate with the operational divisions and relevant teams to recover tax debts arising from many years ago, not to incur new tax debts.

In addition, with the aim to achieve the assigned budget revenues, the Can Tho Customs Department has set out some key tasks to implement from the beginning of 2017 such as: focusing on solutions of the Government and Can Tho city on revenue collection tasks; stepping up the reform of administrative procedures, the settlement of problems, removing difficulties in a timely fashion for enterprises, promoting the fight against collection losses and recovering tax arrears and definitely handling tax debts; focusing on managing the State budget collection, ensuring the timely collection of tax debts; strengthening dialogues, creating a high consensus in the business community, raising revenues; guiding the tax administration strictly in accordance with the regimes and policies, intensifying the operational inspections during and after Customs clearance to ensure the proper and adequate collection in a timely fashion into the State budget.
