Build 18 Customs professional manuals

VCN - The General Department of Customs is planning to build 18 basic Customs professional manuals in 2017, in order to guide specific operations for Customs officers to perform at the respective job positions.

The list of basic professional manuals was issued by the General Department of Customs in Decision 977 / QD-TCHQ on the issuance of the plan for the development of the professional manual in 2017.

Accordingly, in the first phase, the General Department of Customs will develop the basic professional manual in the following areas: Control and Supervision ; Import - Export Duty; Post-clearance audit; Risk management; Anti-smuggling; Legislation; and Customs assessment.

For example, in the area of ​​control and supervision a manual will be developed for implemention of import-export cargo clearance procedures (at the Customs branch level), in the section: Customs dossier examination skill and processing inspection results, Physical inspection of goods and handling of inspection results; and Customs supervision manual (at Customs branch level).

In the field of duty , they will develop a manual for Customs cargo clearance for import and export goods (at Customs branch level), in the section: skill to check and determine tax value, import – export goods classification skill, apply tax rate for export goods skill; Tax administration handbook (at Customs branch level): and Skills to implement tax policy for export goods.

For post-clearance audit, a post-clearance audit manual will be developed at the level of the General Department.

In the field of risk management, manuals have been developed including: Criteria for risk management; compliance assessment; Management and operation of risk management information systems; Advising on compliance management (at department level); Management of risk management information systems (department level); and Risk management (at Customs branch level).

The field of anti-smuggling and investigations will build the manual: Advising on Customs control; Advise on the handling of violations; Anti-smuggling enforcement; Controlling the protection of intellectual property rights and anti-counterfeiting; and Enforcing against drug trafficking.

In the area of ​​legislation, there will be a manual for handling violations and settlement of complaints (at the department of Customs); The field of Customs inspection establishes a Customs inspection manual.

In the second phase, the Customs sector will implement the above-mentioned professional manuals.

At present, the General Department of Customs has issued professional procedures, stipulating the steps to be taken for the basic operations of the industry. According to the new management trend, the organization of work is done according to each job position. Each job placement has a job description that specifies what the Customs officer must do, must coordinate, and who to contact in the process of handling the job.

Each civil servant at a job placement often has to perform one or more steps of one or more processes, one or more different business processes.
