Binh Duong Customs strives to stabilize revenue in the last months of the year

Many key products
As noted, in the first nine months of 2022, the import-export situation in Binh Duong province is relatively stable, although it is still facing many difficulties from the impact of the Covid-19 pandemic. As of September 15, 6,579 businesses were coming to carry out customs procedures at Binh Duong Customs Department with over 1.3 million declarations. As a result, the total export turnover of Binh Duong in the past nine months reached more than US$27 billion, increasing 11.2% over the same period in 2021. On the other hand, import turnover reached more than US$18.5 billion, decreasing 3.08%, and the trade surplus reached more than US$8.5 billion.
Director of Binh Duong Customs Department Nguyen Tran Hieu said that some tax policies being adjusted to increase the tax rate of some key production products helped ensure the state revenue collection as planned. In addition, revenue comes from other local businesses that go to Binh Duong to carry out customs procedures; arrears and impose penalties for administrative violations from the work of anti-smuggling trade fraud and preventing revenue loss in the locality, thereby increasing the revenue sources paid to the state budget at the unit.
Binh Duong Customs Department has also focused on implementing regulations, processes and procedures, organizing the development of plans and schemes and applying information technology to customs management and supervision to facilitate trade flows and supply chains, paying attention to the collection and prevention of origin fraud... As a result, revenue collection as of September 15, 2022, reached VND14,626 billion, an increase of 76.9% of the target, an increase of 0.9% over the same period in 2021.
Some key products, such as other common metals, increased by VND 220 billion (rising 23%) compared to last year's period. This group of goods currently accounts for 9% of total revenue. On the other hand, chemical products increased by VND135 billion (increasing 14%) over the same period last year. As a result, this group now accounts for 8% of total revenue.
In addition, due to the change in import tax policy, Decree No. 18/2021/ND-CP took effect on April 25, 2021, so some products were imported on the spot registered declarations under the type of export production. Therefore, it must declare and pay import tax immediately. This makes the unit's absolute revenue from this type of business increase by about VND460 billion.
To achieve the above results, it also includes that the unit has done well in contacting and supporting new businesses to carry out procedures, and businesses carrying out procedures elsewhere to carry out procedures at Binh Duong Customs have contributed to increasing collected more than VND101 billion. At the same time, Binh Duong Customs Department performed well in the area's anti-smuggling, trade fraud and loss of revenue. As a result, the unit detected 585 violations, an increase of 304 cases compared to the same period in 2021. The amount of arrears and penalties for administrative violations is about VND 53 billion.
Stable source of revenue
Commenting on the import-export activities of enterprises in the last months of the year, leaders of Binh Duong Customs Department said that enterprises are facing many difficulties from the impact of the global Covid-19 pandemic, the " Zero Covid" policy in China, which disrupts sea transportation, lacks empty containers and lacks the global supply of raw materials. In addition, logistics costs increased dramatically because gasoline and gas prices were affected by the conflict between Russia and Ukraine, leading to a decrease in import turnover of goods by nearly 7% over the same period and total taxable import-export turnover decreased by more than 4% over the same period last year.
Notably, many other markets in the European bloc are also facing high inflation besides the US market. This has greatly impacted the export of Vietnamese wood and furniture to this market and the import of raw materials and accessories for furniture production. This impact has caused a decline in the import-export turnover of wood products and wood materials by over VND131 billion (decreasing more than 20%) compared to the same period last year.
Faced with that situation, following the direction of the leader of Binh Duong Customs Department, currently, business contact groups of the Customs Branch are contacting and working with enterprises engaged in import-export activities of wood, textiles, footwear, electronics, etc., which have a large revenue in the management area to exchange and capture the thoughts and aspirations of businesses to have a timely and effective support plan.
Binh Duong Customs Department also measured the time of goods release at three Customs Branches, including; Song Than Customs Branch, Thu Dau Mot Customs Branch, Vietnam- Singapore Industrial Park Customs Branch. The purpose of measuring goods release time is to assess the average time processing customs procedures of affiliated Customs Branches to rectify and overcome solutions to ensure fast clearance of import and export goods.
In parallel with facilitation, the unit also sets a central task to control tax debt to the lowest level and strive to collect and pay the state budget at the highest level, in particular, directing professional units to implement many measures to manage and recover tax arrears.
On October 4, Binh Duong Customs Department and Binh Duong Tax Department signed a regulation on unifying contents of coordination in the fight against fraud in value-added tax refund; coordinate in taking measures to recover tax debt, late payment interest and fines; take measures to enforce administrative decisions on tax and customs; coordinate in handling problems in professional processes and take professional measures in customs and tax management.
Implementing Official Dispatch No. 05/CD-BTC dated September 30, 2022, of the Minister of Finance on continuing to promote and strengthen price management and control measures, Binh Duong Customs Department requested the following affiliated Customs Branches to perform synchronously and effectively the assigned tasks, strengthen the anti-smuggling, trade fraud and counterfeit goods; avoid abnormal fluctuations affecting socio-economic life; strictly control tax refund, prevent loss of revenue, tax fraud, reduce tax arrears; focus on managing state budget expenditures to ensure strict, efficient, thrifty and following the regime.
