4,560 businesses complete procedures

In 2020, Bac Ninh Customs proactively implemented initiatives and solutions to develop the Customs-Enterprises partnership, achieving initial results. Specifically, creating an open and convenient mechanism, minimize costs and time for enterprises to participate in import and export activities. Thereby, promoting the development of import and export activities and creating confidence for to always consider Customs a reliable partner, contributing to ensuring revenue for the state budget.

With efforts in partner development, as of early December 2020, in areas managed by Bac Ninh Customs Department (including Bac Ninh, Bac Giang and Thai Nguyen), there were4,560 enterprises completingprocedures, including 11 priority businesses. Through the survey on "Evaluation of the implementation of commitments in the Declaration of Customer Service", 100% of enterprises weresatisfied with the implementation of commitments byBac Ninh Customs officers.

Crystal Martin (Vietnam) Company Limited is a priority enterprise, regularly participating in customs procedures through the area managed by Bac Giang Customs Branch (Bac Ninh Customs Department). Each month, this company performs 700 declarations in the line of the type of processingthrough the branch.

Talking to reporters, Mr. Tran Van Viet, an import-export staff member of Crystal Martin (Vietnam) Co., Ltd., said that Bac Giang Customs Branch regularly supports and advises on the sector, as well as informing new legal documents in the customs sector. During the procedures, through dispatch, as well as the direct exchange of all problems, all problems wereanswered immediately by the branch.

“Through the Vietnam Textile and Apparel Association, the company also regularly contributes opinions in draft decrees and circulars related to customs. Therefore, businesses want the Customs agency to continue to collect opinions from the business community, thereby limiting problems arising after new legal documents come into effect,” Mr. Tran Van Viet said.

Continue to diversify forms of law of propagation

With the above results, according to Deputy Director of Bac Ninh Customs Department Nguyen Bac Hai, the business consultation activities are carried out regularly by the unit to help Customs to promptly grasp the comments and feedback of enterprises to take appropriate measures.

Accordingly, the unit conducts business consultation activities at three levels: departmental level, sub-department level and team level. Specifically, leaders of the Department, leaders of units daily conduct consultation activities, guide and promptly remove problems and difficulties for businesses arising in the processof customs clearance.

In addition, to enhance the voluntary compliance of businesses, Bac Ninh Customs determined to promote and develop Customs - Enterprises partnership through regular activities such as propaganda, dissemination and education on the law of customs, taxation, introduction and training of new documents for the business community to know and correctly implement them.

The unit always receives opinions, cooperates with enterprises to remove problems, in order to create favorable conditions when businesses come to work with Customs. Along with that, strengthening partnership activities with the group of businesses to attract businesses to participate in specific, practical cooperation activities and bring benefits to both Customs and enterprises.

In order to further develop the Customs-Enterprises partnership, according to Mr. Nguyen Bac Hai, Bac Ninh Customs continues to improve the image and reputation of the Customs agency in the eyes of the business community; to receive complaints about the attitude and service quality of customs officers when contacting enterprises to take measures to prevent and promptly handle bureaucratic acts and harassment.

Thereby, the business community will recognize the Customs agency's willingness to cooperate on an equal basis before the law to work together towards facilitating trade and ensuring state management of customs according to the content of the Customs' Customer Service Manifesto.

In addition, innovating, diversifying, and flexibly propagating and disseminating legal documents to the business community, raising the awareness of enterprises in observing customs laws. Specifically, in parallel with the propaganda through dialogue conferences with enterprises at all levels (sub-department and department levels) or posting new documents, new legal documents are disseminated to enterprises through meetings, information exchange and sharing between Customs offices at all levels and each group of enterprises.

Through these meetings, Customs not only propagated new legal documents but also more closely grasped the difficulties, problems, and overlaps of policies reflected by enterprises to take measures to support them.
