Bac Ninh Customs strives to modernise revenue collection

In 2020, Bac Ninh Customs Department was assigned the target of collecting VND 11,100 billion, up VND 300 billion compared to the target in 2019 (VND 10,900 billion).
Currently, there are 4,983 enterprises operating import-export activities in areas managed by Bac Ninh Customs. Bac Ninh province had 3,866 enterprises, Thai Nguyen province had 524 enterprises and Bac Giang province 593 enterprises. Up to now, all enterprises have implemented electronic customs procedures, enhanced the application of information technology and improved the operational efficiency of the VNACCS/ VCIS system.
Deputy Director of Bac Ninh Customs Department Pham Chi Thanh said that from the first days of the year, the leaders of the department directed units to strive to complete assigned tasks, based on proposing many solutions to fulfill the State revenue target in 2020 such as improving the capacity of the apparatus, as well as the sense of responsibility of customs officials in the entire unit in task performance.
In particular, focusing on the reform of administrative procedures in customs field effectively organising dialogues with enterprises in their management area so enterprises can understand the taxpayer's responsibilities and obligations. At the same time, understand benefits and tax incentives for businesses. In addition, the unit was also drastic in handling and recovering tax debts; reducing clearance time, facilitating maximally; combating troubles, harassment and negative actions of customs officials through a good service attitude and complying with legal policies.
To ensure revenue collection for the State budget, Bac Ninh Customs promotes business consultation activities to help Customs promptly grasp the comments and feedback of enterprises to take measures to remove problems and difficulties for enterprises. On the other hand, by strengthening partnership activities with the group of businesses, it not only attracted businesses to participate in specific and practical cooperation activities, but also brought benefits to both Customs authority and enterprises.
In addition, the unit has provided businesses with support tools like continuing to maintain and operate the VNACC/VCIS system with stable and smooth operation 24/7 and promoting the application of information technology in all stages of customs procedures.
At the same time, deploying an information system to receive and process administrative procedure dossiers electronically, ensuring full implementation of the law provisions on the legal validity of e-vouchers and electronic signature.

The unit also modernises the revenue collection and payment activities, connecting and regularly exchanging information with commercial banks for revenue collection and payment; encouraging firms to pay taxes, fees and charges online.
Along with that, regularly exchanging information with the tax authority to collect and update information about enterprises and evaluate firms that had complied with tax policies and laws to perform management well.
Along with that, collection and payment of import and export duties through electronic payment (e-payment), on the basis of connecting the customs IT system with the IT systems of the State Treasury and commercial banks.
"The implementation of the e-tax payment system and clearance 24/7 will open a new method of tax payment for businesses, taxpayers could pay taxes anytime, anywhere through any vehicle," Pham Chi Thanh shared.
