Ba Ria-Vung Tau Customs: Actively develop the Customs-Business partnership

Strengthen cooperation

Implementing the plan of the General Department of Customs, BR-VT Customs Department has set up a list of key enterprises in the province including: the group of enterprises with large number of customs declarations and large tax revenue in the province; the group of enterprises significantly affected by changes in policies and regulations including warehouse, port and depot operators and the group of enterprises engaging in providing import-export services and transit service. Thereby, developing appropriate partnership with each group.

Specifically, in 2018, the import of scrap as production materials was a concern of the whole sector, BR-VT Customs Department has developed partnerships with warehouse, port and depot operators and shipping agents. The Department has requested its branches to organize branch-level conferences with above units for cooperation in the implementation of imported scraps and in the handling of backlogged goods as scraps at ports in the province.

In addition, in order to further promote regular partnerships in law enforcement cooperation, in addition to maintaining activities for regular partners that have signed agreements in previous years, in 2018, BR-VT Customs Department has signed cooperation agreements with 4 companies which complied well with the law and actively cooperated with the Customs authorities in the province. These companies are; Vinakyoei Steel Company, Interflour Vietnam Co., Ltd, Hai Viet Joint Stock Company and Branch of PetroVietnam Technical Services Corporation - PTSC Marine Company Limited.

BR-VT Customs Department also conducted a survey on the satisfaction of enterprises on Customs operations under the direction of the General Department of Customs. As a result, assessing the implementation of commitments under the "Client Service Charter" and assessing the quality of support services which are almost at level 1 and 2, that means satisfied/ fast and absolutely satisfied/ very fast respectively.

According to the BR-VT Customs Department, the development of the Customs-Business partnership has contributed to improving the quality of cooperation and enhancing the voluntary compliance of enterprises. The implementation of measures to develop the partnership has helped enterprises to access information and knowledge on customs law quickly, such as via the Customs portal, dialogue conferences and direct meetings at the Customs office. This facilitates the implementation of customs procedures and helps Customs authorities to quickly get feedback from enterprises, thereby proposing appropriate amendments and supplements to regulations, facilitating import and export activities and contributing to ensuring the budget revenue

Take the initiative in propagating and consulting enterprises

Along with the coordination with the communication units of the sector and the locality to regularly carry out propaganda activities, BR-VT Customs Department has also strengthened the activities of the website editor, created the category "Customs-Business Partnership” on the Department’s website and publicized a hotline and telephone number of the Department’s leaders, as well as installed sealed idea boxes, and an email address for receiving comments from the enterprises. In addition, in order to improve the efficiency of law enforcement, BR-VT Customs Department organized 9 training and propagating courses on law for 686 cadres and civil servants, sent nearly 600 cadres and civil servants to short-term and long-term training courses, seminars and conferences organized by the General Department of Customs and organized consultations 40 times at branch level on tax operation, classification, valuation and supervision for enterprises.

In order to promptly realize and solve enterprises’ problems arising in the implementation of Customs procedures, from the beginning of the year to now, BR-VT Customs also regularly held seminars with local enterprises. Accordingly, the Department held 3 seminars related to the application of automated customs supervision for 11 port operators, 13 warehouse and yard operators and more than 70 import and export enterprise and Customs agents in the province, and 2 conferences on deploying Decree No. 122/2016/ND-CP on promulgation of Import and Export Tariffs, Preferential Import Tariffs, list of goods and absolute tax rates, mixed tax and import tax outside tariff quota, etc.

In particular, business consultancy activities are also regularly conducted by BR-VT Customs. During the year, Ba Ria-Vung Tau Customs organized 17 consultations at the Department level and branch level to solve problems in the implementation of law enforcement as well as deal with problems in the coordination with related units in the implementation of Customs procedures. Through consultations, the Customs authority promptly solved many problems related to the implementation of pilot automated system for Customs supervision for goods imported, exported and transited at seaports and airports, and problems in the implementation of import procedures for scrap imports and imports from bonded warehouses.

Especially, through these consultations, the Department also realized and answered questions related to taking goods to Cai Mep-Thai Vai ports for clearance, contributing to attracting goods to these port for clearance and creating most favourable conditions for enterprises.

In 2018, BR-VT Customs Department was assigned a budget revenue target of VND 14.9 trillion by the Ministry of Finance and a desired target of VND 17.5 trillion by the General Department of Customs. By 28 November 2018, BR-VT Customs revenue was VND 16.258 trillion, reaching over 109% of the ordinance target and nearly 93% the desired target .
