3 key tasks of digital transformation in the Customs sector

VCN - To implement digital transformation goals, the Customs sector has been focusing on three key tasks including: building an information technology (IT) system to implement digital customs; digital transformation in the implementation of the National Single Window and the ASEAN Single Window; Digital transformation in the field of internal administrative management. The above information was shared by Director of the Department of Information Technology and Customs Statistics (General Department of Customs) Le Duc Thanh at the 2023 Tax - Customs Forum with the topic "Digital transformation of the Tax and Customs sectors to create convenience for people and businesses" held on November 8, 2023 in Hanoi.

Nearly 200 officials and civil servants built an IT system to implement digital customs

Mr. Le Duc Thanh:

According to the Customs sector's Digital Transformation Plan for 2025, with a vision to 2030, by 2025, the Customs sector will basically complete Digital Customs. The focus is to complete the overall redesign of the information technology system to meet the requirements of customs operations towards Digital Customs and meet the requirements for system information security.

Specific targets by 2025 include: 100% of customs procedures will be digitized and carried out electronically; 95% of documents in customs records are converted to digital data (by 2030, striving to reach the target of 100%); 100% of records on organizations and individuals related to export and import activities; people and means of transport on exit, entry, and in transit; Exported, imported and transited goods are managed in the form of digital data, etc.

One of the most important digital transformation solutions that the Customs sector is focusing on implementing today is digital transformation in the field of customs operations with the core content of implementing the overall redesign of the professional customs process and building an IT system to implement Digital Customs.

In the immediate future, from now until 2025, the General Department of Customs will focus on building an IT system to implement Digital Customs to meet the professional requirements in customs clearance approved by the Ministry of Finance in Decision No.1957/QĐ-BTC dated September 15, 2023.

“The goal of the Project is to build a new IT system that can expand and integrate with current IT systems and future IT systems based on the application of new technological achievements of Industrial Revolution 4.0, in line with international standards, meeting smart management requirements; towards business management, import, export and transit goods; means of transport on exit, entry, transit in a comprehensive way from the beginning to the end of the customs clearance process; have the ability to integrate, connect, and share information with ministries, branches, and businesses through the National Single Window Mechanism and be ready to exchange customs data with countries in the region and the world, building Vietnam Customs into digital Customs", Mr. Le Duc Thanh emphasized.

To build the above IT system, currently, the General Department of Customs has mobilized nearly 200 officers and civil servants who are experts in fields throughout the sector to review and redesign the overall professional process, and develop technical requirements, technology and other necessary procedures.

Digital transformation in the implementation of the Single Window Mechanism

Regarding digital transformation in the implementation of the National Single Window and the ASEAN Single Window, the General Department of Customs will continue to coordinate with ministries and branches to promote the implementation of administrative procedures on the National Single Window and ASEAN Single Window.

At the same time, implement the Project to build and develop an IT system according to centralized processing orientation, meeting the requirements of expanding the National Single Window and ASEAN Single Window. The project aims to meet the requirements of centralized handling of administrative procedures of ministries and branches for exported and imported goods. Implement connections, exchange and share information between Customs agencies and ministries and branches; functional agencies under and directly under ministries and branches; border gate management and immigration control units; relevant parties participating in the trade supply chain and providing a platform to provide information exchange services between businesses and businesses in the international trade supply chain and other services such as payment, fees payment, etc.

Along with that is upgrading the National Single Window and ASEAN Single Window to meet the requirements of connecting and exchanging information with customs of countries in the region and around the world according to regulations in Free Trade Agreements and Agreements that Vietnam signed according to the roadmap, including: Eurasian Economic Union, Korea, New Zealand, etc.

Modern, automated internal management

Along with implementing the above tasks, in the coming time, the General Department of Customs will focus on implementing digital transformation in internal management. The focus is on building a modern internal management IT system, automating internal management activities, and synchronizing with the implementation of the Digital Customs and Smart Customs models. The system supports the direction, management and implementation of internal administrative procedures (human resource management, work results management, financial management, electronic assets, etc) according to the electronic office management method.

At the same time, developing customs digital data creates a foundation for deploying Digital Customs, Smart Customs which ensures the provision of digital data for online public services, and seamless data sharing between Customs authorities and other state management agencies in Vietnam's political system, providing open data sets with high quality and exploitation value according to the provisions of law to develop the digital ecosystem and digital Customs.
