11 Customs Departments pilot scheme for recruitment examination for leaders at team level

VCN - The General Department of Vietnam Customs has selected 11 units to pilot the scheme for recruitment examination for leaders at the team or group level under branches and equivalent units under the municipal and provincial Customs Departments, which is issued together with Decision No. 2389/QD-TCHQ (referred to as Scheme 2389).

Specifically, the list of customs units selected to pilot the scheme includes the Customs Departments of the provinces and cities: Ho Chi Minh City, Hanoi, Hai Phong, Quang Ninh, Bac Ninh, Da Nang, Dong Nai, Binh Duong, Nghe An, Quang Tri and Lao Cai.

From now until the end of December 31, 2022 (pilot period), the selected units that have demand for appointing leaders at the team or group level under customs branches or equivalent units have to organize recruitment examinations according to regulations inScheme 2389. All appointment decisions for leaders at the team or group level under branches or equivalent units in the selected units during the pilot period which do not go through examinations according to Scheme 2389 are ineffective.

For units that have not been selected to implement Scheme 2389, they will continue to comply with Decision 1228 / QD-TCHQ dated April 25, 2019 of the Director General of the General Department of Customs onregulations on appointment and re-appointment of cadres and officers atleadership positions at the team or group level under branches and equivalent units under and attached to the General Department of Customs.

The selected units to pilot Scheme 2389 are asked to develop plans to carry out Scheme 2389 and report to the General Department of Customs before December 31, 2020 and organize at least one examination before July 1, 2021.

According to the General Department of Customs, the development of the pilot scheme for recruitment examinations for leaders at the team and group level under branches and equivalent units under the Customs Departments of provinces and cities is necessary and stems from the Party’s policy on recruitment examination for leadership and manager titles; and creates a chance for talented people with good qualities, especially young civil servants with good knowledge and capabilities, to develop and participate in leadership and management at the grassroots level.

This is also the basis for the examinations for leadership roles at all remaining levels in the Customs sector.

Therefore, thescheme aims to pilot the selection of people with good political and ethical qualities, knowledge and capabilities in operations as well as in management and administration through examinations to appoint the leader sof the team under branches and equivalent units in some provincial and municipal customs departments.

This examination will motivate officers subject to the planning of equivalent titles in provincial and municipal customs departments to try, practice, study and have the opportunity to participate in leadership and management roles; create reform in personnel work as one of the solutions to improve the openness and transparency in the selection of officers to be leadersor managers.

The project also provides specific examination principles such as complying with the regulations of the Central Government, the Ministry of Finance and the General Department of Customs on personnel work in the assessment and selection of examinations.

The pilot examination for the leadership of the team levelunder the branch ensures fairness, openness, transparency andfair competition.

Participants must meet standards on capabilities, titles and other conditions according to requirements for selected titles. According to the Scheme, the pilot period is from 2020 to 2022.
