VNACCS system resumes normal operation

Over the past time, the General Department of Vietnam (GDVC) has received feedback from operation of the VNACCS/VCIS system, affecting the Customs clearance of imports and exports.
After receiving the feedback, the enterprises, the GDVC has urgently identified the cause and worked with relevant enterprises to ensure smooth operation of the VNACCS/VCIS system, facilitating imports and exports activities.
Based on working with businesses, the GDVC has implemented technical and professional measures. Accordingly, at 00:00 on November 25, the VNACCS/VCIS system has run smoothly.
Earlier, the GDVC identified that the reason for the overloading of the system was due to the surge in the volume of low-value declaration of goods sent via express delivery service.
According to the GDVC, as of the first half of November, about 10 million low-value import declarations (MIC) were registered on the VNACCS/VCIS system.
Because the volume of MIC declarations sent to the system was too large, so it takes too long for the VNACCS to receive and data to return results to the businesses. This causes the VNACCS/VCIS system to be overloaded, seriously affecting operation of export processing and production due to the inability to register import and export declaration get results of declaration information from the VNACCS/VCIS system.
To resolve this problem, on November 24, the GDVC instructed local Customs Department to process customs procedures for imports and exports under Group 2 sent via international express service.
For goods sent via international express delivery services and transported by air or sea, local customs departments and express delivery service operators will implement procedures on the VNACCS/VCIS system as per current regulations.
For goods sent via international express delivery services and transported by land, express delivery operators will carry out paper customs procedures under provisions of Clauses 6 and 8, Article 2 of Circular No. 56/2019/TT -BTC on August 23, 2019.
The GDVC also has specific instructions on e-manifest declaration; customs declaration; receiving and processing paper declaration and transporting goods through customs control area.
Notably, the GDVC requests the local customs departments to assign their officers to maintain smooth customs clearance and prevent backlog of postal and express delivery goods at entry border gates and centralized checkpoints.
