Vietnam Customs plan for international cooperation and integration 2016-2020

Accordingly, the Integration plan with the target of maintaining and strengthening the practical collaboration among Customs authorities in the world to facilitate trade and enhance the control of the fight against smuggling and trade fraud and illegal transportation of banned goods and drugs across the border. Simultaneously, it ensures the deployment of negotiations and the implementation of commitments on the integrations related to the Customs effectively and meets the target of the national interest and sovereignty protection.
The General Department of Vietnam Customs said, the Integration plan affirms the image and shows the active role and also shows Vietnam as a responsible member in the international, multilateral and regional Customs forums.
According to the General Department of Vietnam Customs, in the past, Customs collaboration has been expanded from the traditional countries to the countries which have large trade relations with Vietnam. Since then, it has established the bilateral assistance cooperation relationship to facilitate for Vietnam Customs to learn from the experiences of the work survey, the model of clearance, Customs management, organizational structure, and training. Accordingly, until now there are 13 treaties at the government level and 21 agreements at the sector level related to Customs.
Multilateral cooperation and international integration has brought to Vietnam Customs many important results to promote the process of Customs reform and modernization through multilateral commitments and the approach of the regional countries’ Customs management.
However, the General Department of Vietnam Customs said that bilateral and multilateral arrangements are still not practical, and especially do not take advantage of the benefits of exchanging and cooperation for the prevention of trade fraud and smuggling. There are only some commitments which are implemented in part such as: commitment of the Single window, risk management, pre-definition, rules of inspection and the C/O.
In the coming time, the strong development of information technology and the media effects international trade and the fields of society in the region and the world. The development of the trade model leads to offences which are organized, more flexible and diverse and implements illegal operations such as: tax evasion and tax fraud, transportation of banned goods and weapons and drugs and counterfeit goods.
Therefore, the target of the Integration plan by 2020 takes international cooperation and integration professionally and effectively to meet the requirements of management and brings practical benefits and meets the requirement of Customs’ reform, development and modernization.

Especially, the automated clearance system will be improved and fully applied to international standards on Customs work and management. At the same time, strengthen the expansion of the cooperation relationship with Customs which are Vietnam’s key trade partners to protect our economic interests and prevent Customs offences to facilitate for trade and investment and traveling in Vietnam and others countries.
