Following the direction of the leaders of Quang Tri Customs Department on researching and building “Transport management software system of Hoanh Son Group Joint Stock Company at La Lay Border Gate Customs Branch”, after the pilot implementation and the assistance by Technical Division (Quang Tri Customs Department) and Hoanh Son Group, La Lay Border Gate Customs Branch has completed the software system, which was approved by the GDVC and officially launched from December 6.

The official operation of the software system brings many benefits to both Customs administration and businesses.
The use of the software reduces the customs clearance time from 3-6 minutes for each vehicle.
Each vehicle is issued a management code (QR code). The Customs officer uses the code for supervision. The software system will automatically search for all information related to the means of transport on entry and exit and display it on the interface for Customs officers to check and then confirm customs clearance.
The software system is designed to separate the confirmation function for each regime of vehicles temporarily imported for re-export, temporarily export for re-import, and automatically identifies and limits errors for Customs officers in confirming customs clearance.

In addition, the statistical work is carried out under information criteria such as time, license plate, vehicle operator and vehicle owner.
If the QR code scanning device errors, the software system allows Customs officers to enter the declaration number and automatically display the information to confirm customs clearance.

Hoanh Son Group Joint Stock Company (headquartered in Duc Thuan ward, Hong Linh town, Ha Tinh province) implements an economic contract to import and transport coal from Ka Lum mine (Sekong, Laos) to Vietnam across La Lay International Border gate.
About 3-5 million tons of coal are expected to be imported per year, within 10 years.
Currently, the Company uses 650 tractor trucks (including 260 vehicles with Lao license plates; 390 vehicles with Vietnamese license plates).
The Company uses over 150 vehicles carrying coal imported across La Lay International Border Gate to Thang Loi/Hon La port, Quang Binh.

Quang Tri Customs Department has implemented research groups and reported to propose to the GDVC solutions on customs management for vehicles carrying import and export coal of Hoanh Son Group Joint Stock Company, including implementation process and electronic tracking book software.
After the proposal is approved by the GDVC, the Director of Quang Tri Customs Department directed the development of customs management processes and software in line with current regulations on network security and management practices at border gates.
