Training on leadership and management skills for senior leaders of Vietnam Customs

VCN - On November 29, the General Department of Customs held a training course on "Leadership and management development skills for Vietnamese Customs officers". The training course is part of the Trade Facilitation Project funded by the United States Agency for International Development (USAID TFP).

During three days of intensive training, 15 senior leaders of the General Department of Customs were provided with in-depth knowledge and skills on leadership and strategic management to better meet the tasks of the Customs sector in the economic recovery period amid the Covid-19 pandemic and the new requirements of the 4th industrial revolution.

Speaking at the opening ceremony, Mr. Bui Ngoc Loi, Deputy Director of the Personnel and Organization Department, General Department of Customs, said the Customs sector has continuously reformed its organizational structure and improved the quality of officers and employees; strengthened discipline and integrity in the performance of official duties; and reformed the method of capacity-based human resources management according to the job position.

However, the Covid-19 pandemic has seriously disrupted global supply chains and put great pressure on Vietnam's Customs sector. The sector will face fierce competition in customs clearance speed to facilitate businesses and maintain and enhance the competitive advantage of the Vietnamese economy in the global supply chain.

In addition, the 4th industrial revolution and integration requirements put pressure on the Customs sector to reform institutions and unify procedures to carry out new-generation free trade agreements; and requires the sector to quickly apply digital technology to contribute to creating a long-term competitive advantage for Vietnam’s economy.

In such a context, improving leadership and management capacity for senior leaders is very necessary and important to meet the tasks set for the Customs sector,” said Mr. Bui Ngoc Loi.

Mr. Bui Ngoc Loi said the training to develop leadership and management skills is the first activity for the course. The first training activity is for 15 leaders of departmental and equivalent levels of Vietnam Customs."

Vietnam Customs expected to perfect the program and gradually develop it into a regular and useful training activity for leaders and managers.

The USAID TFP project shares with the General Department of Customs on new challenges in strategic management and reform in Vietnam's Customs sector, first of all from the quality of human resources. The project has helped the General Department of Customs in assessing training needs, planning training on comprehensive and methodical skills. “Leadership and management development skills for Vietnamese Customs officers” is the key training course in this roadmap.

Mr. Claudio Dordi, USAID TFP Project Director, said the course would contribute to improving the capacity of leaders in promoting the important role of Customs in trade facilitation, thereby improving management resources, enabling the simplification of customs procedures, embracing technology and leveraging digital applications.

"A more favorable business environment will help expedite customs clearance and allow Vietnamese businesses to better compete with foreign firms. Leaders will also understand how to leverage digital transformation to create better partnerships with the private sector,” said Claudio Dordi.

The survey on business satisfaction level with Customs operations in 2020 conducted by the Vietnam Chamber of Commerce and Industry (VCCI) and published in July 2021 shows that the assessment of enterprises for the customs sector has improved significantly in the past two years. Specifically, businesses have appreciated the quality of information provided by Customs; and felt more satisfied with the support and answers of state agencies for problems that enterprises encounter.
