According to the content of the meeting, the two sides shall inform the results of implementation, progress, difficulties, and problems, discuss the plan to remove difficulties and obstacles and plans to deploy solutions in a timely fashion to implement the National Single Window, the ASEAN Single Window. The Deputy Minister of Finance, Mrs. Vu Thi Mai said that progress was currently slow. Without effort, by the end of 2017, very few procedures will be included in the National Single Window and the ASEAN Single Window.

At the meeting, the two sides also discussed the specialized inspection activities and the problems that need to be solved in order to achieve the objectives of reducing the proportion of imports subject to specialized inspections at the Customs clearance period from 30-35% down to 15% according to the decision of the Prime Minister.

At the meeting, the Deputy Minister of Transport, Mr. Nguyen Hong Truong said that the country had 25 port authorities which conducted Customs clearance of goods. The registration of electronic clearance procedures through the National Single Window at the port is from 50-60% to more than 90% and the participants are increasing.

However, according to representatives of the Ministry of Transport, there are currently only 9 of 25 ports that implement the National Single Window mechanism, and the remaining ports have not implemented this mechanism due to lack of agreement with relevant agencies such as the Border Guard, the Ministry of Health and the Customs force.

Regarding specific information on the achievements and obstacles in the implementation of the Single Window mechanism of the Ministry of Transport in the past, Mr. Pham Duy Ninh, the Director of IT Center - the Ministry of Transport, said that the Ministry of Transport had 12 online public services at level 3 and 4 (including 5 procedures at Seaport, 5 procedures for registration, and 2 procedures for inland waterways).

Till 26th June 2017, there were 93,268 out of 105,268 online applications in the maritime field (90.31%) to be completed. According to Maritime Ports’ reports, the National Single Window has been implemented, which mainly has been done online.

In addition, Mr. Pham Duy Ninh reported that 29,510 dossiers were processed on a total of 30,969 online dossiers in the field of the registry (95.29%), granted 276,569 certificates of safety environmental protection. Since October 2015, the Vietnam Register has completely received the dossier and returned the results to the Internet.

In the inland waterway sector, due to the lack of a combination of ministries (the Ministry of Defense, the Ministry of Health, and the Ministry of Agriculture and Rural Development) through the National Single Window, the implementation results have been limited.

Regarding difficulty and obstacles, IT Center representatives said that although the Ministry of Transport had actively cooperated with the General Department of Vietnam Customs and related units to pilot the National Single Window mechanism with some positive results which are highly appreciated by enterprises, difficulty and obstacles were encountered, including 16 of 25 ports which had not yet been deployed. Accordingly, the ships and boats handling procedures in port services have been available online, but at other ports, they have to file and submit directly.

In addition, in order to complete the administrative procedures for a ship entering, exiting or transiting at Vietnamese seaports, there is a need for coordination of several ministries, such as: the Ministry of Finance, the Ministry of Transport, the Ministry of Agriculture and Rural Development, the Ministry of Health, and the Ministry of Defense.

However, nowadays, the Border Guard Command (under the Ministry of Defense) is piloting electronic border guard at 7 seaports and has not exchanged information through the National Single Window Portal. Thus, enterprises must file on two systems such as : the National portal and the electronic border guard system.

In addition, on 10th May 2017, the Government issued Decree No. 58/2017 / ND-CP detailing a number of articles of the Maritime Code of Vietnam on the management of maritime shipping (replacing Decree 21/2012 / ND-CP of 21st March 2012), taking effect from 1st July 2017. Accordingly, the provisions on the structure of the file and the form of the 5 maritime procedures through the National Single Window lead to changes of the IT system. The Vietnam Maritime Administration, the General Department of Vietnam Customs and the IT Center met and proposed to delay the implementation of electronic procedures until 1st August 2017.

The Deputy of Minister, Mrs. Vu Thi Mai also said that she would report to the Minister of Finance on the budget issue in order to guide the plan for 2018. For 2017, the Ministry of Transport needs to maximize the available funding sources to ensure the plan.

Speaking at the meeting on the implementation of Decree 58, the Deputy Minister of Finance, Mrs. Vu Thi Mai said that the Decree came into force on 1st July 2017, thus leading to problems in the implementation of the National Single Window mechanism because many contents can not be made in a timely fashion. The Ministry of Finance is expected to report to the Prime Minister on the implementation of Decree 58 for appropriate solutions and roadmaps.

At the end of the meeting, the Deputy Minister of Transport, Mr. Nguyen Hong Truong affirmed that the Ministry of Transport would build a specific roadmap for the implementation of the National Single Window mechanism in all 5 fields, including maritime, registry, inland waterway, land and aviation. The Deputy Minister of Transport, Mr. Nguyen Hong Truong also suggested that the Task Force should implement the National Single Window of the two ministries to strengthen the meeting, regularly exchange, timely find difficulty, problems and advise the leadership to quickly solve problems arising.
